Only Through Storms Does the World Change

May the Chinese Revolution serve as a powerful incentive for us to fulfill the Party’s tasks in the place where we belong!

IN COMMEMORATION OF THE 75th ANNIVERSARY OF THE CHINESE REVOLUTION, we publish after these introductory lines, the document by the Central Committee of the Communist Party of Peru, from Chairman Gonzalo's speech at the meeting of leaders and cadre on the occasion of the 40th Anniversary of the Chinese Revolution, held on September 30, 1989.

In this speech, Chairman Gonzalo highlights the significance of the Chinese revolution and Chairman Mao's role. He says that the Chinese revolution calls on us to reflect on the democratic revolution, the socialist revolution, the Great Proletarian Cultural Revolution and the restoration and counter-restoration, which, in essence, is the permanent revolution, as Marx said, the class's march to enter communism through the dictatorship of the proletariat.

Today, more than ever, we must assert that communism is the future reality towards which we inexorably march. It is the necessary march towards our final goal, but we must go through stages and very arduous processes, and each stage presents new and more difficult problems. However, as communists, we have the necessary strength to overcome them, based on the most powerful ideology. Therefore, we reaffirm that this is the necessary goal for communists, which the class, the proletariat, must reach no matter the difficulties it has to face. The problems we see today, such as the restoration in China and the USSR, do not deny that goal; they only reveal the long and complex process of the march towards communism. In this era when the alleged obsolescence of communism is preached, let us take the Chinese revolution as an example, and let our Party, as part of the world revolution, serve the ultimate goal: communism.

Chairman Gonzalo, calls on us to reaffirm ourselves in the great slogan of 1979: To raise, defend and apply Marxism-Leninism-Maoism, principally Maoism! (adjusted as we said Mao Zedong Thought back then); even more today that they pretend to deny it, vain dreams! Maoism is the new and the new has never been easily accepted; it has been imposed in hard struggle by the leadership of the proletariat in the revolution under the communist parties. He stresses, that without Maoism there would be no people's war and more, this people's war would not be a burning flame that imposes itself against wind and tide.

Maoism has significance for the international proletariat and the peoples of the world. Consequently, the task of striving to make it the command and guide of the world revolution remains valid; it is a necessity. Let's think about the immense power that Maoism holds, the power it can use to arm the proletariat and the people. Chairman Mao said in difficult times to think of our almighty ideology. We have Maoism. It was rightly said that the proletariat possessed the most powerful atomic bomb: Mao Zedong Thought, back then.

In Commemoration of the 40th Anniversary of the Chinese Revolution

Issues to reflect on and strive to fulfill more as communists

I. The Chinese Revolution

It is evident that it has been a transcendental revolution in humanity for various reasons: one of them being the immense mass it has mobilized, initially 400 million and in the Great Proletarian Cultural Revolution, 800 million; a zone of great conflicts worldwide, extensive and rooted in long struggles of the people, the peasantry, long-standing peasant struggles, and wars like the Opium War of the 19th century, for example. In the Cultural Revolution, a long process was assessed, and it was stated that China has been marked by various armed struggles. The Communist Party of China (CPC) and Chairman Mao, the third luminary of Marxism, the highest summit, come into play regarding this. All this has given China very special conditions, and what happened there has shaken the world.

To think about the democratic revolution; to think about its essence as a revolution, as the overthrow of one class by another, which is achieved through people's war, through violence, to think about this universal law, even more so today when they want to declare it outdated. The democratic revolution in China is a paradigm, a prototype of a revolution that goes against imperialism, feudalism, and bureaucrat-capitalism. The democratic revolution inevitably leads to the second revolution, thus the Chinese revolution not only leads us to think about the democratic revolution but also its uninterrupted continuation as a socialist revolution; therefore, in the democratic revolution, it is not feasible to achieve the socialist revolution in a country like ours. Chairman Mao teaches us that the socialist revolution is the continuation of the democratic revolution, and furthermore, as a cultural revolution, it is the continuation of the revolution under the dictatorship of the proletariat sustained by the people's army capable of defending the New State based on immense masses; he has made it very clear to us that the revolution is posed with the construction of socialism, that its construction is extremely complex and requires a long time; moreover, Chairman Mao told us that even we, the communists, had not achieved a complete and thorough understanding of the laws of socialism and that it requires a long time. He told us that it implies a sharp and violent class struggle, that there are two paths that confront each other: the capitalist path and the socialist path, and it is not defined who will prevail over whom; of course, he never doubted that socialism would prevail in the long run, what he showed us was the sharp class struggle for the dictatorship of the proletariat, in concrete terms.

He taught us that socialism requires relying on immense masses: peasantry, proletariat, people, to generate new modalities, so as not to repeat the old capitalist paths, collapsed by the revolution and which would deviate from the socialist path; moreover, socialism would have to generate new forms. He made it clear that the class struggle continues, sharp and intense, and that the focal point of the conflict is the dictatorship of the proletariat supported by immense masses. Furthermore, the Chinese revolution has demonstrated the necessity of the Cultural Revolution, that the revolution demanded resolute struggle but was necessary to continue the revolution under the dictatorship of the proletariat. Obviously, the Great Proletarian Cultural Revolution is an epic chant of the revolution in the world, a milestone of victory for the communists and revolutionaries worldwide, an indelible fact. Although it is a process we must face, this revolution has left us great lessons that we already apply, such as the need to change ideology as a fundamental step for the class to seize Power; today, generating an ideological leap to seize Power.

Apart from these two issues, the Chinese revolution has shown us how revolution occurs within a process of restoration and counter-restoration (a contradiction with two aspects). No class seizes Power all at once; instead, restoration occurs; therefore, resolute struggle must be waged to counteract restoration until the class finally establishes itself in Power definitively. Along this path, the proletariat has already covered the greatest distance.

Thus, the Chinese revolution calls us to reflect on the democratic revolution, the socialist revolution, the Great Proletarian Cultural Revolution, and the process of restoration and counter-restoration, which essentially constitutes the permanent revolution, as Marx stated—the resounding march of the class to enter communism by passing through the dictatorship of the proletariat.

II. Maoism

It is the decisive question. Chairman Mao teaches us that everything is determined by ideological-political matters, and our ideology is none other than Marxism-Leninism-Maoism, principally Maoism. It is not the time nor the reason to outline Marxism; what interests us is to see how the ideology of the proletariat as a magnificent reality unfolds through leaps and stages. Marxism had its first stage, Leninism had a second, and the greatest and highest expression came in the third stage: Maoism. Thus, as communists, we find that Marxism is an unstoppable, vibrant, and thriving force in full development. Many fools have declared it dead, but Marxism has been further developed, giving a sober "mea culpa" to those empty words. The same was said during Marx's time, similarly during Lenin's time, and it should not surprise us that now there are impostors, supposed buryers of Marxism. And Maoism is attacked, cunningly and sinisterly, because it is the highest conception of humanity.

However, precisely when we rise to higher stages of communist party ideology, it is attacked, denied, and declared obsolete. But all this noise about the alleged obsolescence of Marxism is nothing more than, and this is very important, the prologue to a new development of Marxism, just as it was when Marx and Lenin were alive. Maoism is the highest scientific ideology, and consequently the highest transformative reality. It emerges from matter, it is a material expression, because spirit is nothing more than a form of matter. Therefore, we have received the highest ideology of humanity: Maoism.

We must reaffirm the great slogan of 1979: "Uphold, defend, and apply Marxism-Leninism-Maoism, principally Maoism!" (adjusted as we said Mao Zedong Thought back then). This is even more important today, as they seek to deny it. Vain dreams!

Maoism is something new, and the new has never been easily accepted. It has been imposed through fierce struggle by the leadership of the proletariat in the revolution under communist parties. For Lenin, Marxism is the tree of life, and idealism is nothing but a parasite. Thus, the idealism they spread today is nothing but a rotten parasite. On the other hand, Maoism is the living tree of life. We are convinced of the greatness of Maoism. We owe so much to it. Without Maoism, we wouldn't even be here together. Without Maoism, there would be no people's war, and even if there were, it wouldn't be the blazing flame that defies all odds.

Maoism has significance for the international proletariat and the peoples of the world. III. New Revisionist Counter-Revolutionary Offensive Carried Out Globally by Gorbachev and Deng

Of course, it is clear that they are colluding with the darkest global reaction, imperialism, because they both converge.

Every day it becomes clearer what is contained in this new offensive; everything sinister and treacherous about Gorbachev and Deng. They deny the most basic issues; thus, the Chinese revisionists, followers of Deng, argue that capitalism has stages: embryonic, primary, secondary, and superior, four stages, and that since World War II, capitalism would have reached its superior stage; they deny Lenin's central theses on imperialism, furthermore, they say that capitalism is far from being outdated, that it has enough strength to solve its problems. Writers in the international press argue that the global capitalist system, the American one, is proving the falsity of Marx's theses, that Marx fundamentally erred in claiming that under capitalism, overproduction generates crises, that today these crises are manageable and do not demonstrate the obsolescence of the system. But at the same time, they say that no one can deny that crises are generated by potential overproduction; as you can see, they contradict themselves. However, what interests us is how the Chinese revisionists and the imperialists collude in denying Marxism.

On the Role of the Church

A businessman from the upper bourgeoisie, tied to imperialism, mainly Yankee imperialism, states that the Peruvian economic process leads inevitably to a highly explosive moment and that, therefore, they are already implementing plans, along with the Catholic Church, to contain this explosiveness. Precisely, "Community in Action [Comunidad en Acción]" managed by Caritas is part of these plans to curb revolution and exploit the hunger of the masses. In China today, they say that the new role of the Church must be seen, that in socialism, it cannot be said that religion is the opium of the people; this is an open denial of Marx, with the argument that it was said before, but it was before Marxism provided a scientific explanation of the role of religion. We also see in this how revisionism coincides with reaction. For us, the role of the Church is clear. We have stated it before, differentiating the class interests of the hierarchy from the religiosity of the people. Furthermore, no one forgets the furious admonition of the Pope: "Lay down your attitude" while blessing the reactionary armed forces. The Pope goes where there are problems and plays a counter-revolutionary role. Poland is another example.

Thus, revisionism is showing specific forms in its denial of Marxism, a denial that contains its own death and disintegration.

The Party proposed that the moment would come for the great battle in defense of Marxism on all fronts; that moment has arrived, the moment to defend Marxism-Leninism-Maoism, principally Maoism. The issue requires a thorough study of revisionism, just as we study the enemy, because we are in a life-or-death war with it; studying it, exposing its true nature, demonstrating its monstrosity to the entire world. The aim is to precisely pinpoint how Marxism is questioned and denied by revisionism, imperialism, and global reaction colluding together.

On the economic front, they argue that capitalism has found the solution to its problems and, consequently, is not heading towards its downfall; they want to make the peoples of the Earth, the proletariat, believe that capitalism is eternal. Politically, they also want to dumb us down, make us believe, fools that we are, that the bourgeois dictatorship is not a system that is heading towards its ruin, that the bourgeoisie is not obsolete but has entered a stage of resurgence, perpetuating the bourgeois dictatorship. Ideologically, they proclaim the validity of patched idealism with religion, primarily Catholicism, which embodies more superstition and deception, the most reactionary.

Armed with Maoism, which is the pinnacle of Marxism, with people's war, with the Party, mobilizing the masses, we must unmask all those lies and crush them, and most importantly, serve the advancement of the world revolution.

IV. The Communist Party of Peru (CPP)

The CPP is Marxist-Leninist-Maoist, Gonzalo Thought. The Communist Party and the People's War it leads are demonstrations of the invincibility and vitality of Marxism, of Marxism-Leninism-Maoism, principally Maoism. Consequently, there is a great responsibility. Therefore, we must develop the People's War to demonstrate the continued power of Maoism and to seize country-wide power.

The seizure of power is crucial because we are in a key part of Latin America which, at this moment, is going through the harshest economic, political, and ideological crisis, a general crisis with a bleak outlook in the coming years. As evidenced by the fact that while Asia has countries growing above 9%, Africa at 3%, and underdeveloped areas of Europe, North Africa, and the Middle East at 2.5%, countries in Latin America are growing at 1%, which aligns with a high population percentage.

Meditating on the role of the CPP and what it implies to seize Power throughout the country is of historical significance. The facts show how the Party has established that two decades will be added to the reaction, as they themselves say today. Seriously reflecting on the campaign of North American imperialism, Bush says they are going against cocaine. Peru is the main producer, Bolivia the second, and Colombia the third, which is true. But where is the United States aiming? To carry out its counter-revolutionary war in the Andean countries, which are the backbone of Latin America, especially South America. And within this backbone, where does the people's war burn? In Peru, due to the Party's leadership and the action of the masses. Thus, they target us. What implications does this have? It leads to the development of the contradiction between the nation and imperialism, mainly North American imperialism, without forgetting the other superpower and other powers. It involves a change in contradiction: let us not forget that other countries can be used. Within this perspective, they propose to carry out the opening of Brazil to the Pacific through the ports of Matarani and Ilo, which has serious implications, especially for the southern part of the country, as well as the criticized policy of the Peruvian state of distancing itself from Bolivia and approaching Chile. Direct Yankee aggression or the use of puppets leads us to a war of national liberation. And despite the sacrifice and effort it may demand, it will be a magnificent perspective to unite ninety percent of the Peruvian people, at a time when the Party aims to seize Power throughout the country, with harsh conditions for the triumph of the Peruvian revolution. Imperialism dreams, then, if it intends to suffocate the revolution. And no matter how difficult, complex, and bloody this period may be, it leads to the triumph of the people, serves the emancipation of the class, and the world proletarian revolution. What is decisive is to place Marxism-Leninism-Maoism, principally Maoism, as the command and guide of the world revolution.

Con el 7 de octubre y la heroica lucha de las fuerzas de liberación nacional palestina contra la ocupación sionista, que ya dura un año, no sólo el genocidio israelí, sino también los imperialistas sufrieron una gran pérdida de prestigio y el mito del “poder inquebrantable” quedó gravemente herido. Bajo las alas de los gigantescos monopolios internacionales y de los imperialistas, especialmente Estados Unidos, el Estado israelí recibió una vez más la “amarga lección” de que El pueblo, y sólo el pueblo, es la fuerza motriz que hace la historia mundial. Quienes creen que ganarán la guerra con medios tecnológicos han sufrido grandes derrotas frente a masas organizadas que no dudan en morir por su causa en cada momento de la historia. Aunque el Estado de Israel intentó lograr resultados cometiendo todo tipo de masacres y crímenes, incluido el genocidio, después del gran shock que vivió el 7 de octubre no pudo lograr ningún resultado, sus equilibrios internos se tambalearon, se acumuló una gran oposición dentro del país y la burbuja de grandeza e invencibilidad militar y tecnológica estalló.

La imagen de invencibilidad del Estado colonialista y sionista de Israel quedó destrozada por el Diluvio de Al-Aqsa y el actual y reforzado frente de resistencia armada para la liberación nacional de Palestina. Más allá de la rendición impuesta por los Acuerdos de Oslo, fue un nuevo comienzo en un momento en el que el expansionismo sionista estaba “normalizado” y se pensaba que la causa palestina había “terminado”. El Diluvio de Al-Aqsa hizo añicos muchos entendimientos establecidos y destrozó el status quo que durante mucho tiempo se había dado por sentado respecto de Palestina. El proceso de “normalización”, incluido el aislamiento palestino, llegó a su fin.

La lucha contra la ocupación de las Fuerzas de Liberación Nacional de Palestina ha demostrado la posibilidad de derrota de los fuertes contra un movimiento débil pero organizado basado en el pueblo. Esta posibilidad tiene una profundidad instructiva para todos los movimientos de resistencia revolucionarios y nacionales. Que la causa palestina tiene fuertes vínculos con los obreros y los pueblos de todo el mundo, fue y sigue siendo demostrado por un movimiento masivo de solidaridad en casi todos los países del mundo, rechazando las mentiras de la propaganda imperialista y resistiendo la represión y persecución por parte de la policía.

En un año de guerra en una zona pequeña, el Estado israelí ni siquiera ha podido llegar a los prisioneros de guerra retenidos por las Fuerzas de Resistencia Palestina, y mucho menos lograr la victoria. El Diluvio de Al-Aqsa también ha destruido las lamentables teorías presentadas por revisionistas y reformistas en nombre de la paz, la democracia, el desarme y la reconciliación. Son las fuerzas armadas de las Fuerzas de Resistencia Palestina, los ejércitos unidos de las fuerzas de resistencia, las que detendrán al Estado genocida de Israel y a sus partidarios imperialistas. Por lo tanto, es necesario apoyar la demanda justa y correcta de la liberación total de Palestina, incluido el derecho de todos los desplazados y desalojados a regresar. Levantemos la justa demanda por los plenos derechos democráticos de los miles de prisioneros palestinos, maltratados y torturados en las mazmorras sionistas, que están privados de sus derechos legales como prisioneros políticos: ¡Por la liberación inmediata de todos los prisioneros políticos! Hoy, una vez más, el pueblo palestino da un poderoso ejemplo al movimiento antiimperialista internacional de que la lucha de liberación nacional es una parte importante de la Revolución Proletaria Mundial y, por lo tanto, las fuerzas proletarias deben desarrollarse en su papel de vanguardia para desarrollar la lucha de liberación nacional en el camino de la revolución de Nueva Democracia.

El Estado sionista de Israel no puede ser definido sin mencionar el imperialismo. El representante imperialista estadounidense Joe Biden dijo: “Si Israel no existiera, Estados Unidos tendría que inventar un Israel. Israel es la mayor potencia que tiene Estados Unidos en Medio Oriente para proteger sus intereses en la región”. Es más que un Estado, es una “daga sangrienta” que el imperialismo ha clavado en la región de Medio Oriente y una encarnación del mal que lleva a cabo las prácticas salvajes de los explotadores, y está orgulloso de ello. Es el símbolo de la agresión imperialista a nivel estatal. Esto por sí solo desenmascara las mentiras sionistas acerca de que Israel es el «Estado de los judíos»; por el contrario, Israel es el «Estado de los imperialistas» contra los pueblos oprimidos, incluidos los de Israel. El Estado de Israel es un Estado genocida.

Los momentos de crisis cada vez más profunda del sistema imperialista profundizan las contradicciones entre los imperialistas y hacen necesaria la expansión de las guerras de agresión contra las naciones y pueblos oprimidos. El único verdadero amigo del pueblo palestino es la masa de millones de personas que, a pesar de las prohibiciones y la represión, llenan las calles con un espíritu antisionista y antiimperialista en todos los rincones del mundo. Contra la dominación reaccionaria que legitima el aislamiento de Palestina y la masacre del sionismo, son las acciones independientes del pueblo las que apoyan a Palestina sin miramientos, pintan “Viva Palestina Libre” en los muros de todas partes y enarbolan los símbolos de Palestina.

Estamos en un nuevo proceso en el que estamos condenados a vencer a todo imperialismo. El imperialismo es un sistema económico y político en bancarrota en espera de ser arrojado al basurero de la historia. Los pueblos tienen brazos poderosos para levantar este gigantesco basurero. Es nuestro deber fundamental organizarnos, armarnos y participar en las luchas por el poder sin dudarlo. Debemos ser plenamente solidarios con la resistencia nacional palestina, enfatizando, abrazando y defendiendo sin vacilar cada característica revolucionaria que encarna. Esto no será sólo solidaridad. También debemos librar una lucha activa y abierta en nuestros países contra todas las extensiones y colaboradores regionales e internacionales del sionismo israelí. Israel recibe el apoyo o la alimentación de diferentes maneras de muchos estados y muchos monopolios internacionales. Como antiimperialistas, debemos trabajar para atacar las fuentes que apoyan y alimentan esta ocupación y masacre en los países donde vivimos. Sólo podremos lograrlo si creemos en el poder de los pueblos y nos guiamos por él para ganar al final.

Como Comité de Coordinación de la Liga Antiimperialista, hacemos un llamamiento a todas las fuerzas revolucionarias, antiimperialistas y antiocupación a apoyar la Lucha de Liberación Nacional de Palestina y ser parte de la resistencia, cueste lo que cueste. Debemos abrazar la lucha del pueblo palestino oprimido contra el sionismo israelí, uno de los arietes del sistema imperialista, fortalecer la resistencia y mostrar nuestra solidaridad con acciones concretas. Por lo tanto, convocamos a una campaña internacional para apoyar a Palestina desde el 7 de octubre hasta el 21 de octubre, incluidos dos días internacionales de acción, el 12 y 13 de octubre.

With October 7, and the now one year lasting heroic struggle of Palestine national liberation forces against Zionist occupation, not only the Israeli genocide, but also the imperialists suffered a great loss of prestige and the myth of an “unshakable power” was severely wounded. Under the wings of the giant international monopolies and imperialists, especially the USA, the Israeli state was once again given the “bitter lesson” that “the driving force of history is the people and only the people”. Those who think they will win the war with technological means have suffered great defeats in the face of organized masses who do not hesitate to die for their cause at every turn of history. Although the Israeli State tried to achieve results by committing all kinds of massacres and crimes, including genocide, after the great shock it experienced on October 7, it could not achieve any results, its internal balances were shaken, a great opposition accumulated within the country, and the bubble of military and technological greatness and invincibility burst.

The colonialist and Zionist State of Israel’s image of invincibility was shattered by the Al-Aqsa Flood and the ongoing and strengthening armed resistance front for the national liberation of Palestine. Beyond the surrender imposed by the Oslo Accords, it was a new beginning at a point when Zionist expansionism was “normalized” and the Palestinian cause was thought to be “over”. The Al-Aqsa Flood shattered many established understandings and shattered the status quo that had long been taken for granted about Palestine. The process of “normalization”, including Palestinian isolation, came to an end.

The anti-occupation struggle of the Palestinian National Liberation Forces has shown the possibility of defeat of the strong against a weak but organized movement based on the people. This possibility has an instructive depth for all revolutionary and national resistance movements. Israel is a huge military and technological power with great material-military support; but the glorious history of the class struggle has repeatedly proved that those who are determined in their struggle for their just cause, those who organize for this cause, those who establish the right ties with the oppressed peoples and make them part of the struggle, despite all impossibilities, defeat the forces with great means. That the Palestinian cause has strong ties with the workers and peoples all around the world, was and still is proven by a massive movement of solidarity in nearly all countries of the world, rejecting the lies of the imperialist propaganda and resisting the repression and persecution by the police.

In one year of war in a tiny area, the Israeli state has not even been able to reach the prisoners of war held by the Palestinian Resistance Forces, let alone achieve victory. The Al-Aqsa Flood has also destroyed the shabby theories put forward by revisionists and reformists in the name of peace, democracy, disarmament and reconciliation. It is the armed forces of the Palestinian Resistance Forces, the united armies of the resistance forces that will stop the genocidal Israeli State and its imperialist supporters. Therefore it is necessary to support the just and correct demand for the full liberation of Palestine, including the right of all displaced and evicted to return. Raise the just demand for the full democratic rights of the thousands of Palestinian prisoners, abused and tortured in the Zionist dungeons, who are deprived of their legal rights as political prisoners: For the immediate release of all political prisoners! Today, once more, the Palestinian people give a powerful example to the international anti-imperialist movement, that the national liberation struggle is an important part of the Proletarian World Revolution and therefore the proletarian forces have to be developed in its vanguard role for developing the national liberation struggle in the path of the New Democratic Revolution.

The Zionist State of Israel cannot be defined without mentioning imperialism. US-imperialist representative Joe Biden said: “If Israel did not exist, the US would have to invent an Israel. Israel is the greatest power the US has in the Middle East to protect its interests in the region.” It is more than a state, it is a “bloody dagger” that imperialism has thrust into the Middle East region and an embodiment of evil that embodies the savage practices of the exploiters and is proud of it. It is the symbol of imperialist aggression at State level. This alone unmasks the Zionist lies about Israel being the ‘State of the Jews’ – in the contrary Israel is the ‘State of the Imperialists’ against the oppressed peoples, including the ones in Israel. The State of Israel is a genocidal State.

The moments of the deepening crisis of the imperialist system deepen the contradictions between the imperialists and necessitate the expansion of the wars of aggression against the oppressed nations and peoples. The only true friend of the Palestinian people are the masses of millions of people who, despite the bans and repression, fill the streets with an anti-Zionist and anti-imperialist spirit in every corner of the world. Against the reactionary domination that legitimizes the isolation of Palestine and the massacre of Zionism, it is the independent actions of the people who stand by Palestine without calculation, embroider “Long Live Free Palestine” on the walls everywhere, and flag the symbols of Palestine.

We are in a new process in which we are doomed to win against all imperialism. Imperialism is a bankrupt economic and political system waiting to be thrown into the dustbin of history. The peoples have mighty arms to lift this gigantic heap of trash. It is our fundamental duty to organize, arm ourselves and participate in the struggles for power without hesitation. We must be in full solidarity with the Palestinian national resistance, unhesitatingly emphasizing, embracing and defending every revolutionary feature embodied in it. This will not only be solidarity. We must also wage an active, open struggle in our countries against all the regional and international extensions and collaborators of Israeli Zionism. Israel is supported or fed in different ways by many States and many international monopolies. As anti-imperialists, we must work to target the sources that support and feed this occupation and massacre in the countries where we live. We can only do this by believing in and being guided by the power of the peoples to win in the end.

As the Coordination Committee for the Anti-Imperialist League, we call on all revolutionary, anti-imperialist, anti-occupation forces to support the Palestinian National Liberation Struggle and to be part of the resistance, whatever it costs. We must embrace the struggle of the oppressed Palestinian people against Israeli Zionism, one of the battering rams of the imperialist system, strengthen the resistance and show our solidarity with concrete actions. Therefore we call for an international campaign to support Palestine from 7th of October until 21st of October, including two international days of action on the 12th and 13th of October.

Eternal glory and honor to the martyrs of the national resistance movement in Palestine!

IN COMMEMORATION OF THE 75TH ANNIVERSARY OF THE CHINESE REVOLUTION, after these introductory lines, we publish the document of the Central Committee of the Communist Party of Peru, of the Intervention of Chairman Gonzalo at the meeting of leaders and cadres on the occasion of the 40th Anniversary of the Chinese Revolution, held on September 30, 1989.

 

In this intervention, Chairman Gonzalo highlights what the Chinese revolution entails and the role of Chairman Mao. He tells us that the Chinese revolution calls us to reflect on the democratic revolution, the socialist revolution, the Great Proletarian Cultural Revolution and the restoration and counter-restoration which, in essence, is the permanent revolution, as Marx said, the resounding march of the class to enter communism through the dictatorship of the proletariat.

 

Today more than ever we must uphold that communism is the future reality towards which we march uncontrollably; it is the necessary march towards our final goal but we have to go through very hard stages and processes and each stage contains new, more difficult problems, but we communists have the necessary strength to overcome them starting from having the most powerful ideology. We reaffirm, therefore, that this is the necessary goal of the communists which the class, the proletariat, must reach no matter how many difficulties it has to go through. The problems we see today, the restoration in China and the USSR, do not deny this goal, they only show the long and complex process of the march to communism. Today, when the supposed obsolescence of communism is being proclaimed, let us take up the Chinese revolution and let our Party, as part of the world revolution, serve the goal: communism.

 

Chairman Gonzalo calls on us to reaffirm the great slogan of 1979: To uphold, defend and apply Marxism-Leninism-Maoism, mainly Maoism! (readjusted, then, we called it Maosetung thought); more so today, when they try to deny it, vain dreams! Maoism is the new and the new has never been easily accepted; it has been imposed, in a hard struggle, by the leadership of the proletariat in the revolution under the communist parties. And he emphasizes that without Maoism there would be no people's war and, moreover, this people's war would not be a burning flame that prevails against all odds.

 

Maoism is of importance to the international proletariat and the peoples of the world, and therefore the task of striving to make it the leader and guide of the world revolution remains valid and is a necessity. Let us think of the immense power that Maoism contains, of all the power with which it is capable of arming the proletariat and the people. Chairman Mao said in difficult times to think of our all-powerful ideology, we have Maoism; it was rightly said that the proletariat had the most powerful atomic bomb: Maoist thought, then.

Questions to reflect on and strive to accomplish more as communists

 

I. THE CHINESE REVOLUTION

 

It is evident that it has been a transcendental revolution in humanity for various reasons: one of them because of the immense mass it has mobilized, 400 million at the beginning and in the Great Proletarian Cultural Revolution 800 million; an area of ​​great conflicts at a world level, extensive and based on long struggles of the people, of the peasantry, long-standing peasant struggles, and wars such as the Opium War of the 40s of the last century, for example. In the Cultural Revolution, a long process was assessed, it was said that China has been marked by various struggles that were fought with weapons. On this comes the Communist Party of China (CPC) and Chairman Mao, the third luminary of Marxism, the highest summit. All this has given China very special conditions and what has happened there has shaken the world.

 

Thinking about the democratic revolution; thinking about its essence as a revolution, as the overthrow of one class by another, which is done with people's war, with violence, thinking about this universal law, but today they want to take it for granted. The democratic revolution in China is a paradigm, a prototype of a revolution that goes against imperialism, feudalism and bureaucratic capitalism. The democratic revolution inevitably leads to the second revolution, so the Chinese revolution not only leads us to think about the democratic revolution but about its uninterrupted continuation as a socialist revolution; so without the democratic revolution, the socialist revolution is not feasible in a country like ours. Chairman Mao teaches us that the socialist revolution is a continuation of the democratic revolution; and even more so that, as a cultural revolution, it is the continuation of the revolution under the dictatorship of the proletariat supported by a people's army capable of defending the New State based on immense masses; He has made us see very clearly that the revolution is faced with the construction of socialism, that its construction is extremely complex and requires a long time. Furthermore, Chairman Mao told us that even we communists had not achieved a complete and thorough understanding of the laws of socialism and that this required a long time. He told us that it implies sharp and violent class struggle, that there are two roads that confront each other: the capitalist road and the socialist road, and that it is not defined who will win over whom. Of course, he never doubted that socialism would win in perspective, what he made us see was the sharp class struggle for the dictatorship of the proletariat, in concrete.

 

He taught us that socialism demands support from immense masses: peasantry, proletariat, people, to generate new modalities, to not repeat the old capitalist roads, destroyed by the revolution and which would undo the socialist road; moreover, that socialism would have to generate new forms. He clearly established that the class struggle continues and is very acute, that the center of the struggle is for the dictatorship of the proletariat supported by immense masses. But in addition, the Chinese revolution has demonstrated the need for the Cultural Revolution, that the revolution demanded a relentless struggle but that, in order to continue, the revolution under the dictatorship of the proletariat was necessary. Obviously, the Great Proletarian Cultural Revolution is an epic song of the revolution in the world, a milestone of victory for the communists and revolutionizing them in the world is an indelible fact. Although it must be a process that we must face, that revolution has left us great lessons that we have already applied, such as, for example, the question of changing ideology as fundamental for the class to take power, today generating an ideological leap to conquer power.

 

Apart from these two questions, the Chinese revolution has shown us how the revolution occurs within a process of restoration and counter-restoration (a contradiction with two aspects). No class takes power in one go, but rather restoration is presented; therefore, it must be fought tirelessly to counter-restoration, until, finally, the class establishes itself in power once and for all. On this path, the proletariat has already traversed the greatest stretch.

 

Thus, the Chinese revolution calls us to reflect on the democratic revolution, the socialist revolution, the Great Proletarian Cultural Revolution and the restoration and counter-restoration which, in essence, is the permanent revolution, as Marx said, the resounding march of the class to enter communism through the dictatorship of the proletariat.

Thus, we have seen what the Chinese revolution and the role of Chairman Mao contain.

 

II. MAOISM

 

This is the decisive question. Chairman Mao teaches that the ideological-political decides everything, and our ideology is only one: Marxism-Leninism-Maoism, mainly Maoism. This is not the time nor is there any reason to sketch Marxism; we are interested in seeing that the ideology of the proletariat as a great reality develops through leaps and stages. Marxism has had a first stage, Leninism a second and a third, the greatest and highest expression: Maoism. Thus, we find as communists that Marxism is an unstoppable force, alive, vigorous, in full development; many fools have declared it dead, but Marxism was later more highly developed, giving a blunt lie to this nonsense; the same was said in Marx's time, similar in Lenin's time and the same today; we cannot be surprised, then, that now there are falsifiers, supposed gravediggers of Marxism. And Maoism is attacked, slyly, sinisterly, because it is the highest conception of humanity. However, it is precisely when we rise to higher stages of the ideology of the communist parties that it is attacked, denied and declared obsolete; but all this hubbub about the supposed obsolescence of Marxism is nothing but, and this is very important, the prologue of a new development of Marxism, as it was when Marx and when Lenin. Maoism is the highest scientific ideology, consequently the highest transforming reality; coming out of matter, material expression, because the spirit is nothing but a form of matter. We have received, then, the highest ideology of humanity: Maoism.

 

We must reaffirm ourselves in the great slogan of 79: To uphold, defend and apply Marxism-Leninism-Maoism, mainly Maoism! (readjusted, then we called it Maosetung thought); more so today when they try to deny it, vain dreams! Maoism has significance for the international proletariat and the peoples of the world, consequently the task of striving to put it as the command and guide of the world revolution remains valid, it is imposed as a necessity. Let us think of the immense power that Maoism contains, of all the power with which it is capable of arming the proletariat and the people. Chairman Mao said in difficult times to think of our all-powerful ideology, we have Maoism; it was rightly said that the proletariat had the most powerful atomic bomb: Maoist thought, then.

 

So, let us reaffirm Maoism as the most glorious summit.

 

III. NEW COUNTER-REVOLUTIONARY

REVISIONIST OFFENSIVE CARRIED OUT WORLDWIDE

 

It is clear that they are colluding with the darkest world reaction, imperialism, because both converge.

 

Every day it becomes clearer what this new offensive entails; all the sinister and evil of Gorbachev and Teng. The most basic questions are denied; thus, the Chinese revisionists, followers of Teng, claim that capitalism has stages: embryonic, primary, secondary and superior, four stages, and that after World War II capitalism has reached its highest stage; they deny Lenin's central theses on imperialism, and even more say that capitalism is far from being obsolete, that it has sufficient strength to resolve its problems. International press columnists maintain that the world capitalist system, the North American one, is demonstrating the falsity of Marx's theses, that Marx was essentially wrong in that in capitalism overproduction generates crises, that today these crises are manageable, that they do not demonstrate the obsolescence of the system, but at the same time they say that no one could deny that crises are generated by overproduction that could occur; as we can see, they contradict each other, but what interests us is how the Chinese revisionists and the imperialists collude in denying Marxism.

 

On the role of the Church. A businessman from the big bourgeoisie, tied to imperialism, mainly Yankee, says that the Peruvian economic process necessarily leads to a very explosive moment and that, for this reason, they are already applying, together with the Catholic Church, plans to contain this explosiveness; precisely Community in Action administered by Caritas is part of these plans to curb the revolution and traffic in the hunger of the masses. In China today they say that the new role of the Church must be seen, that in socialism it cannot be said that religion is the opium of the people; this is an open denial of Marx, with the story that this was said before, but it was before Marxism gave a scientific explanation of the role of religion. And we also see in this how revisionism coincides with reaction. For us the role of the Church is clear, we have raised it before, differentiating the class interests of the hierarchy and the religiosity of the people; besides, nobody forgets the furious warning of the Pope: "drop your attitude" while blessing the reactionary armed forces; the Pope goes where there are problems and plays a counterrevolutionary role, Poland is another example.

 

Thus, revisionism is showing specific forms in its denial of Marxism, a denial that entails its own death and disintegration.

 

The Party raised that the time would come for the great battle for the defense of Marxism on all levels; That moment has come, the moment to defend Marxism-Leninism-Maoism, mainly Maoism. The question demands that revisionism be studied in depth, as one studies the enemy, because we are at war with it to the death; to study it, to tear it apart, to demonstrate its monstrosity to the whole world. To aim to clarify how Marxism is questioned and denied by revisionism, imperialism and the colluding world reaction.

 

On the economic level, they maintain that capitalism has found the solution to its problems and, consequently, is not heading for its downfall; they want to make the peoples of the Earth, the proletariat, agree that capitalism is eternal. Politically, they also want to stupefy us, to make us believe, stupid people!, that the bourgeois dictatorship is not a system that is heading for ruin, that the bourgeoisie is not obsolete but has entered into its greening, into the perpetuation of the bourgeois dictatorship. Ideologically, they preach the validity of idealism patched with religion, mainly Catholicism, which contains more superstition and deceit, the most reactionary.

 

Armed with Maoism, which is the pinnacle of Marxism, with the people's war, with the Party, mobilizing the tables, we must unmask all these lies and crush them and, above all, serve the advance of the world revolution.

 

IV. THE PCP

 

The PCP is Marxist-Leninist-Maoist, Gonzalo Thought. The Communist Party and the people's war that it leads are proof of the invincibility and vitality of Marxism, of Marxism-Leninism-Maoism, mainly Maoism; consequently, it has a very high responsibility. Therefore, we must develop the people's war so that it shows the full force of the power of Maoism and conquers power throughout the country.

 

The conquest of power will be transcendent because we are in a key part of Latin America that at this moment, in relation to Asia and Africa, is going through the hardest economic, political and ideological crisis, a general crisis with a dark outlook in the coming years; as shown by the fact that while Asia has countries growing at over 9%, in Africa 3%, in backward areas of Europe and in North Africa and the Middle East 2.5%, the countries of Latin America are growing at 1%, which is compatible with a high population percentage.

 

Reflecting on the role of the PCP and what the conquest of power in the whole country implies is of historical significance; the facts show that what the Party has established, for example, that two decades would be joined to the reaction, today they themselves say so. Reflect seriously on the campaign of North American imperialism, Bush says he is going against coca; Peru is the main producer, Bolivia the second and Colombia the third, it is true. But, where is the United States aiming? to develop its counterrevolutionary war in the Andean countries that are the backbone of all Latin America, especially South America; and from this backbone, where is the popular war burning? In Peru, by the leadership of the Party and the action of the masses. Thus, they aim against us; what implication does this have? It leads to the development of the contradiction between nation and imperialism, mainly North American imperialism, without forgetting the other superpower and other powers; it encloses the change of contradiction: Let us not forget that other countries can be used; Within this perspective, the proposal to carry out Brazil's exit to the Pacific through the ports of Matarani and Ilo has serious implications, especially for the South of the country, as well as the denounced policy of the Peruvian State of distancing itself from Bolivia and getting closer to Chile. The Yankee aggression, direct or using puppets, leads us to a war of national liberation; and despite the sacrifice and effort it demands, it will be a magnificent perspective to unite ninety percent of the Peruvian people, at a time when the Party plans to conquer power throughout the country, plus conditions, although very hard, for the triumph of the Peruvian revolution. Imperialism then dreams if it intends to suffocate the revolution in this way; and even though it is an extremely difficult, complex, bloody period, it leads to the triumph of the people, serves the emancipation of the class and the world proletarian revolution; what is decisive is to put Marxism-Leninism-Maoism, mainly Maoism, as the command and guide of the world revolution.

 

Only through storms can the world be changed, said Chairman Mao. May the Chinese Revolution serve as a powerful incentive for us to carry out the tasks of the Party in our proper place!

¡Que la Revolución China nos sirva de poderoso acicate para cumplir las tareas del Partido en el lugar que nos corresponda!

 EN CONMEMORACIÓN DEL 75 ANIVERSARIO DE LA REVOLUCIÓN CHINA, publicamos luego de estas líneas introductorias, el documento del  Comité Central del Partido Comunista del Perú, de la Intervención del Presidente Gonzalo en reunión de dirigentes y cuadros con motivo del 40 Aniversario de la Revolución China, realizada el 30 de setiembre de 1989.

 

En esta intervención, el Presidente Gonzalo destaca lo que encierra la revolución china y el papel del Presidente Mao. Nos dice, que la revolución china nos llama a reflexionar sobre la revolución democrática, la revolución socialista, la Gran Revolución Cultural Proletaria y la restauración y contrarrestauración que, en esencia, es la revolución permanente, como dijera Marx, la marcha fragorosa de la clase para entrar al comunismo atravesando par la dictadura del proletariado.

 

 Hoy más que nunca enarbolar que el comunismo es la realidad futura a la cuál marchamos incontenible- mente; es la marcha necesaria hacia nuestra meta final pero tenemos que pasar etapas y procesos muy duros y cada etapa encierra problemas nuevos, más difíciles, pero los comunistas tenemos la fuerza necesaria para vencerlos partiendo de contar con la mas poderosa ideología. Nos reafirmamos, pues, en que ésa es la meta necesaria de los comunistas a la cual la clase, el proletariado, ha de llegar por más dificultades que tenga que atravesar. Los problemas que vemos hoy día, la restauración en China y la URSS, no niegan esa meta, no hacen sino mostrar el largo y complejo proceso de la marcha al comunismo. Hoy que se pregona la supuesta caducidad del comunismo cojamos, pues, la revolución china y que nuestro Partido, como parte de la revolución mundial, sirva a la meta: el comunismo.

 

El Presidente Gonzalo, nos llama a reafirmarnos en la gran consigna del 79: ¡Enarbolar, defender y aplicar el marxismo-leninismo-maoísmo, principalmente el maoísmo! (reajustada, pues, entonces decíamos pensamiento maotsetung); más hoy que pretenden negarlo, ¡Vanos sueños! El maoísmo es lo nuevo y lo nuevo nunca ha sido fácilmente aceptado; ha sido impuesto, en dura contienda, por la dirección del proletariado en la revolución bajo los partidos comunistas. Y subraya, que Sin maoísmo no habría guerra popular y más, esta guerra popular no sería llama ardorosa que se impone contra viento y marea.

 

El maoísmo tiene trascendencia para el proletariado internacional y los pueblos del mundo, en consecuencia la tarea de bregar por ponerlo como mando y guía de la revolución mundial sigue siendo válida, se impone como una necesidad. Pensemos en el inmenso poder que encierra el maoísmo, en todo el poderío con que es capaz de armar al proletariado y al pueblo. El Presidente Mao decía en tiempos difíciles pensar en nuestra todopoderosa ideología, nosotros tenemos el maoísmo; con razón se decía que el proletariado tenía la más poderosa bomba atómica: el pensamiento maotsetung, entonces.

EN CONMEMORACIÓN DEL 40 ANIVERSARIO
DE LA REVOLUCIÓN CHINA
 

Cuestiones a reflexionar y esforzarnos por cumplir más como comunistas

 

 

I. LA REVOLUCIÓN CHINA

 

Es evidente que ha sido una revolución trascendental en la humanidad por diversas razones: una de ellas por la inmensa masa que ha movilizado, 400 millones en un comienzo y en la Gran Revolución Cultura Proletaria a 800 millones; una zona de grandes conflictos a nivel mundial, extensa y asentada en largas luchas del pueblo, del campesinado, luchas campesinas de larga data, y guerras como la del Opio del 40 del

siglo pasado, par ejemplo. En la Revolución Cultural se hizo balance de largo proceso, se dijo China ha sido signada por diversas luchas que se libraron par las armas. Sobre esto viene el Partido Comunista de China (PCCh) y el Presidente Mao tercera lumbrera del marxismo, la más alta cumbre. Todo esto ha dado condiciones muy especiales a China y lo ocurrido allí ha estremecido el mundo.

 

Pensar en la revolución democrática; pensar en su esencia como revolución, como derrocamiento de una clase por otra, que se hace con guerra popular, con violencia, pensar en esta ley universal, mas hoy que quieren darla por superada. La revolución democrática en China es un paradigma, un prototipo de revolución que va contra el imperialismo, la feudalidad y el capitalismo burocrático. La revolución democrática lleva inevitablemente a la segunda revolución, así la revolución china no sólo nos lleva a pensar en la revolución democrática sino en su continuación ininterrumpida como revolución socialista; así sin la revolución democrática no es factible la revolución socialista en un país como el nuestro. El Presidente Mao nos enseña que la revolución socialista es continuación de la revolución democrática; y más aún que, como revolución cultural, es la continuación de la revolución bajo la dictadura del proletariado sostenida en ejército popular capaz de defender el Nuevo Estado basado en inmensas masas; nos ha hecho ver con mucha claridad que a la revolución se le plantea la construcción del socialismo, que su construcción es sumamente compleja y demanda largo tiempo; más aún, el Presidente Mao nos dijo que aún nosotros los comunistas no habíamos logrado una comprensión cabal y completa de las leyes del socialismo y que eso requería largo tiempo. Nos dijo que implica aguda y violenta lucha de clases, que son dos caminos que se enfrentan: el camino capitalista y el camino socialista y, que no está definido quien vencerá a quien; claro está que él nunca puso en duda que el socialismo vencería en perspectiva, lo que nos hacía ver era la aguda lucha de clases por la dictadura del proletariado, en concreto.

 

Nos enseñó que el socialismo demanda apoyarse en inmensas masas: campesinado, proletariado, pueblo, para generar nuevas modalidades, para no repetir los viejos caminos capitalistas, derrumbados por la revolución y que desenrumbarran el camino socialista; más, que el socialismo habría de generar formas nuevas. Dejó bien establecido que la lucha de clases continúa y bien aguda, que el centro de la contienda es por la dictadura del proletariado apoyada en inmensas masas. Pero además, la revolución china ha demostrado la necesidad de la Revolución Cultural, que la revolución demandaba denodada lucha pero que era necesaria, para continuar, la revolución bajo la dictadura del proletariado. Obviamente, la Gran Revolución Cultural Proletaria es un canto épico de la revolución en el mundo, un hito de victoria para los comunistas y revolucionarlos en el mundo, es un hecho imborrable. Si bien ha de ser un proceso al que hemos de afrontar, esa revolución nos ha dejado grandes lecciones que ya aplicamos como, a guisa de ejemplo, la cuestión de cambiar la ideología como fundamental para que la clase tome el Poder, hoy generar salto ideológico para conquistar el Poder.

 

Aparte de estas dos cuestiones la revolución china nos ha mostrado como la revolución se da dentro de un proceso de restauración y contrarrestauración (una contradicción con dos aspectos). Ninguna clase toma el Poder de una solo vez sino que se presenta la restauración; por tanto, debe bregarse denodadamente por contrarrestaurar, hasta que, finalmente la clase se afinque en el Poder en definitiva. En este camino el

proletariado ya ha atravesado el mayor trecho.

 

Así, la revolución china nos llama a reflexionar sobre la revolución democrática, la revolución socialista, la Gran Revolución Cultural Proletaria y la restauración y contrarrestauración que, en esencia, es la revolución permanente, como dijera Marx, la marcha fragorosa de la clase para entrar al comunismo atravesando par la dictadura del proletariado.

 

 Hoy más que nunca enarbolar que el comunismo es la realidad futura a la cuál marchamos incontenible- mente; es la marcha necesaria hacia nuestra meta final pero tenemos que pasar etapas y procesos muy duros y cada etapa encierra problemas nuevos, más difíciles, pero los comunistas tenemos la fuerza necesaria para vencerlos partiendo de contar con la mas poderosa ideología. Nos reafirmamos, pues, en que ésa es la meta necesaria de los comunistas a la cual la clase, el proletariado, ha de llegar por más dificultades que tenga que atravesar. Los problemas que vemos hoy día, la restauración en China y la URSS, no niegan esa meta, no hacen sino mostrar el largo y complejo proceso de la marcha al comunismo. Hoy que se pregona la supuesta caducidad del comunismo cojamos, pues, la revolución china y que nuestro Partido, como parte de la revolución mundial, sirva a la meta: el comunismo.

 

Así, hemos visto que encierra la revolución china y el papel del Presidente Mao.

 

 

II. EL MAOÍSMO

 

 

Es la cuestión decisiva, el Presidente Mao enseña que lo ideológico-político lo decide todo, y nuestra ideología no es sino una: el marxismo-leninismo-maoísmo, principalmente el maoísmo. No es momento ni hay razón de hacer esbozo de marxismo; nos interesa ver que la ideología del proletariado como realidad grandiosa se desenvuelve a través de saltos y por etapas. Ha tenido una primera etapa el marxismo, una segunda el leninismo y una tercera la más grande y más alta expresión: el maoísmo. Así, encontramos como comunistas que el marxismo es una fuerza incontenible, viva, pujante, en pleno desarrollo; muchos necios lo han declarado muerto, pero el marxismo luego fue más altamente desarrollado dando un sófero mentís a esa palabrería; ya en época de Marx se dijo igual, similar en la de Lenin y hoy lo mismo; no puede extrañarnos, pues, que salgan ahora falsarios, supuestos enterradores del marxismo. Y al maoísmo se le ataca, artera, siniestramente, porque es la concepción más alta de la humanidad. Sin embargo, precisamente, cuando nos elevamos a etapas, más altas de la ideología de los partidos comunistas es que se le ataca, niega y declara caduca; pero toda esa algarabía de la supuesta caducidad del marxismo no es sino, y esto es muy importante,

el prólogo de un nuevo desarrollo del marxismo, así fue cuando Marx y cuando Lenin. El maoísmo es la más alta ideología científica, en consecuencia la más alta realidad transformadora; salida de la materia, expresión material, porque el espíritu no es sino una forma de materia. Hemos recibido, pues, la ideología más alta de la humanidad: el maoísmo.

 

Debemos reafirmarnos en la gran consigna del 79: ¡Enarbolar, defender y aplicar el marxismo-leninismo-maoísmo, principalmente el maoísmo! (reajustada, pues, entonces decíamos pensamiento maotsetung); más hoy que pretenden negarlo, ¡Vanos sueños! El maoísmo es lo nuevo y lo nuevo nunca ha sido fácilmente aceptado; ha sido impuesto, en dura contienda, por la dirección del proletariado en la revolución bajo los

partidos comunistas. Para Lenin el marxismo es el árbol de la vida y el idealismo no es sino un parásito; así, hoy en día el idealismo que difunden no es sino un parásito putrefacto, por otro lado el maoísmo es el árbol vivo de la vida. Nosotros estamos convencidos de la grandeza del maoísmo; nosotros cuanto le debemos, no estaríamos ni juntos aquí, sin maoísmo no habría guerra popular y más, esta guerra popular no sería llama

ardorosa que se impone contra viento y marea.

 

El maoísmo tiene trascendencia para el proletariado internacional y los pueblos del mundo, en consecuencia la tarea de bregar por ponerlo como mando y guía de la revolución mundial sigue siendo válida, se impone como una necesidad. Pensemos en el inmenso poder que encierra el maoísmo, en todo el poderío con que es capaz de armar al proletariado y al pueblo. El Presidente Mao decía en tiempos difíciles pensar en nuestra todopoderosa ideología, nosotros tenemos el maoísmo; con razón se decía que el proletariado tenía la más poderosa bomba atómica: el pensamiento maotsetung, entonces.

 

Así, reafirmémonos en el maoísmo como la más gloriosa cumbre.

 

 

III. NUEVA OFENSIVA CONTRARREVOLUCIONARIA

REVISIONISTA QUE A NIVEL MUNDIAL LLEVAN

ADELANTE GORBACHOV Y TENG

 

 

Claro es que la llevan coludidos con la más negra reacción mundial, el imperialismo, porque ambos convergen.

 

Cada día queda más claro lo que encierra esa nueva ofensiva; todo lo siniestro y protervo de Gorbachov y Teng. Se niegan las cuestiones más elementales; así, los revisionistas chinos secuaces de Teng plantean que el capitalismo tiene momentos: embrionario, primario, secundario y superior, cuatro momentos y que a partir de la II Guerra Mundial el capitalismo habría llegado a su etapa superior; niegan las tesis centrales de Lenin sobre el imperialismo, más aún dicen que el capitalismo está lejos de su caducidad, que tiene fuerzas suficientes para resolver sus problemas. Articulistas de la prensa internacional sostienen que el sistema capitalista mundial, el norteamericano, está demostrando la falsedad de las tesis de Marx, que Marx en esencia se equivocó en cuanto a que en el capitalismo la superproducción genera crisis, que hoy esas crisis son manejables, que no demuestran la caducidad del sistema pero a su vez dicen que nadie podría negar que se genera crisis por una superproducción que podría darse; como se ve se contradicen, pero lo que nos interesa es cómo los revisionistas chinos y los imperialistas se coluden en negar el marxismo.

 

Sobre el papel de la Iglesia. Un empresario de la gran burguesía, atada al imperialismo, principalmente yanqui, dice que el proceso económico peruano lleva necesariamente a momento muy explosivo y que, por ello, ya aplican, junto con la Iglesia Católica, planes para contener esa explosividad; precisamente Comunidad en Acción administrada por Cáritas es parte de estos planes para sofrenar la revolución y traficar con el hambre de las masas. En China hoy dicen se debe ver el nuevo papel de la Iglesia, que en el socialismo no puede decirse que la religión sea el opio de los pueblos; esto es abierta negación de Marx, con el cuento de que ya antes se dijera así, pero fue antes que el marxismo diera una explicación científica del papel de la religión. Y también vemos en esto como el revisionismo coincide con la reacción. Para nosotros es claro el papel de la Iglesia, lo hemos planteado antes diferenciando los intereses de clase de la jerarquía y la religiosidad del pueblo; por lo demás nadie olvida la furiosa conminación del Papa: "deponed vuestra actitud" mientras bendecía a las fuerzas armadas reaccionarias; el Papa va donde hay problemas y cumple un papel contrarrevolucionario, Polonia es otro ejemplo.

 

Así, el revisionismo está mostrando formas específicas en su negación del marxismo, negación que encierra su propia muerte y desintegración.

 

El Partido planteó que llegaría el momento de la gran batalla por la defensa del marxismo en todos los planos; ese momento ha llegado, el momento de defender el marxismo-leninismo-maoísmo, principalmente maoísmo. La cuestión exige estudiar a fondo el revisionismo, como se estudia el enemigo, porque estamos en guerra a muerte con él; estudiarlo, despanzurrarlo, demostrar su monstruosidad ante todo el mundo. Apuntar a precisar cómo se cuestiona, se niega el marxismo desde el revisionismo, el imperialismo y la reacción mundial coludidos.

 

En el plano económico sostienen que el capitalismo ha encontrado la solución a sus problemas y, en conse-cuencia, no marcha a su hundimiento; quieren hacer consentir a los pueblos de la Tierra, al proletariado, que el capitalismo es eterno. Políticamente también quieren entontecernos, hacernos creer, ¡estúpidos!, que la dictadura burguesa no es un sistema que marcha a su ruina, que la burguesía no es caduca sino que ha entrado a su reverdecimiento, a la perpetuación de la dictadura burguesa. Ideológicamente, pregonan la vigencia del idealismo parchado con la religión, principalmente Católica que encierra más superstición y engaño, la más reaccionaria.

 

Armados con el maoísmo que es la cumbre del marxismo, con la guerra popular, con el Partido, movilizando a las mesas hemos de desenmascarar todas esas patrañas y aplastarlas y lo principal servir al avance de la revolución mundial.

 

 

IV. EL PCP

 

 

Es PCP marxista-leninista-maoísta, pensamiento gonzalo. El Partido Comunista y la guerra popular que dirige son muestra de la invencibilidad y vitalidad del marxismo, del marxismo-leninismo-maoísmo, principalmente maoísmo; en consecuencia, altísima responsabilidad. Por tanto, debemos desarrollar la guerra popular para que muestre toda la vigencia del poder del maoísmo y conquiste el Poder en todo el país.

 

La conquista del Poder será trascendente porque estamos en parte clave de América Latina que en este momento, en relación con Asia y África, atraviesa la más dura crisis económica, política e ideológica, crisis general de negra perspectiva en los años inmediatos; como lo muestra, que mientras Asia tiene países creciendo por encima del 9%, en África 3%, en zonas atrasadas de Europa y en Norte de África y Medio Oriente 2.5%, los países de América Latina crecen en 1%, lo que se compagina con alto porcentaje poblacional.

 

Meditar sobre el papel del PCP y lo que implica la conquista del Poder en todo el país, es de trascendencia histórica; que los hechos muestran como lo establecido por el Partido, por ejemplo que dos décadas se le juntarían a la reacción, hoy ellos mismos lo dicen. Reflexionar seriamente sobre la campaña del imperialismo norteamericano, Bush dice ir contra la coca; Perú es el principal productor, Bolivia el segundo y tercero Co-

lombia, es cierto. Pero, ¿a dónde apunta Estados Unidos? a desenvolver su guerra contrarrevolucionaria en los países andinos que son el espinazo de toda América Latina, especialmente América del Sur; y de este espinazo ¿dónde arde la guerra popular? en el Perú, por la dirección del Partido y la acción de las masas. Así, apuntan contra nosotros; ¿qué implicancia tiene esto?, lleva al desarrollo de la contradicción entre nación - imperialismo, principalmente imperialismo norteamericano, sin olvidar la otra superpotencia y demás potencias; encierra el cambio de contradicción: No olvidemos que pueden ser usados otros países; dentro de esta perspectiva, plantean llevar adelante la salida del Brasil al Pacífico por los puertos de Matarani e Ilo tiene serias implicancias, especialmente para el Sur del país, así como la denunciada política del Estado peruano de alejamiento de Bolivia y acercamiento a Chile. La agresión yanqui directa o usando títeres nos lleva a guerra de liberación nacional; y pese al sacrificio y esfuerzo que demande será magnífica perspectiva para unir al noventa por ciento del pueblo peruano, en momentos en que el Partido plantea conquistar el Poder en todo el país, más condiciones aunque muy duras para el triunfo de la revolución peruana. Sueña entonces el imperialismo si así pretende sofocar la revolución; y por más que sea un período sumamente

difícil, complejo, sangriento, lleva al triunfo del pueblo, sirve a la emancipación de la clase y a la revolución proletaria mundial; lo que es decisivo, a poner el marxismo-leninismo-maoísmo, principalmente el maoísmo, como mando y guía de la revolución mundial.

 

Solamente a través de las tormentas se cambia el mundo, decía el Presidente Mao. ¡Que la Revolución China nos sirva de poderoso acicate para cumplir las tareas del Partido en el lugar que nos corresponda!
