Government. According to the proposal, all the infrastructure of Hamas,
both above and below the ground, will be destroyed, under the
supervision of independent monitors, "and will not be rebuilt."
Trump's peace plan has cornered Hamas, leaving the extremist group against an existential dilemma.
"It
is reasonable to assume that Hamas will reject it," wrote the former
intelligence chief of the Israel Defense Forces (FDI), Tamir Hayman, and
Offer Guterman, principal researcher in conflict resolution at the
Institute of National Security Studies (INSS) in Tel Aviv.
For Hamas,
a particular clause creates a big problem. Clause 17 establishes that,
even if Hamas rejects the proposal, the increase in humanitarian aid and
the transfer of the conquered territory of Israeli forces to an
international force will continue.
Hayman and Guterman wrote that
"if Hamas rejects the agreement, the initiative, as noted, gives Israel
the freedom to continue deploying the IDF to clean areas under control
of Hamas, together with the progress of processes of political, security
and civil stabilization processes in the areas released from Hamas."
While
most of the international community, including Arab and Muslim states,
is pressing Israel to stop fighting, are equally clear in which Hamas
must be disarmed immediately.
In an interview with CNN last week, the
senior Hamas official, Ghazi Hamad, stressed how far is that demand for
the group's intentions.
"Hamas' armed arm) is a legitimate and legal weapon, which is used all the time against an occupation," he said.
If a Palestinian state was established, Hamad added, Hamas' weapons would be addressed to the Palestinian army.
"But
Hamas could not be excluded from Palestinian issues and the Palestinian
situation, because Hamas is playing a positive role," he said.
"We will never give up," Hamad added. "We will never give up."
