STATEMENT
JULY 6: DAY OF THE TEACHER OF THE PERUVIAN PEOPLE!
Committee for the Defense OF THE UNIFIED SUTEP, reaffirms its classist and union greetings to the Teachers, on this relevant date: The People's Teacher's Day: July 6!, stating the following:
International situation.-
In the current Historical Moment, the scenario that is presented is concretized with the decomposition of Imperialism and the definitive bankruptcy of Revisionism and opportunism, in the perspective that, in 100 to 150 years, the masses led by the organized vanguard of the proletariat, will transform this outdated and reactionary Social Formation to establish the Society where "light and joy" predominate, without exploiters or oppressed. It is a context marked by a very tough class struggle, as part of the contradictions, expressed in the Main Contradiction: the sole Hegemonic Superpower of the United States with the Atomic Superpower of Russia in collusion and struggle with the other imperialist powers, including the imperialist power of China against the peoples and nations of the Third World.
Fundamental contradictions are intensifying, shifting the burden of the crisis onto the shoulders of their own people (the US holds a debt of over $39 trillion) and the countries of the Third World; they seek to maintain their dominance through predatory aggression and wars of plunder, trampling on the rights of the people to extract greater surplus value from the productive forces of the Third World via imperialist financial institutions like the World Bank and the International Monetary Fund (IMF). A prime example is Javier Milei, President of Argentina, who faithfully implements the anti-people plans of the IMF, FAO, and IDB. At this juncture, the prospect of forging a "New World" is taking shape within oppressed nations. Amidst this grim scenario, the heroic people of Palestine—with over 57,000 of their sons and daughters fallen in the heinous genocide perpetrated by the Zionist State of Israel, aided by Yankee and Russian imperialism and other imperialist powers—heroically resist and fight against the occupation by the Zionist State of Israel, an instrument primarily of Yankee imperialism. Similar struggles are waged by the people's heroes and heroines in Kurdistan, Afghanistan, Syria, Iraq, Yemen, Iran, the Philippines, India—where 27 leaders of the proletarian vanguard were recently assassinated by fascist forces—and Bangladesh. Of particular note is the imperialist-Zionist war of aggression against the Islamic Republic of Iran, instigated by Yankee imperialism; Iran responded with missiles that breached the "Iron Dome" air defense system of the fascist Israeli army, striking targets in Tel Aviv (June 2025).
On the battlefield, the US—the "world's most powerful army"—was defeated, and a "Memorandum of Understanding (MOU)" was signed on June 17, 2026. This document contains 14 points, beginning with these agreements: "Point 1: The United States of America and the Islamic Republic of Iran, along with their allies in the current war, upon signing this memorandum of understanding, declare the immediate and permanent cessation of military operations on all fronts—including Lebanon—and commit henceforth not to initiate any war or military operation against one another, to refrain from the threat or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, as well as the other provisions of this paragraph." With weapons in hand and hypersonic missiles at the ready, the people of Iran secured financial funds for reconstruction; "Point 6: The United States of America commits, together with its regional partners, to formulate a definitive and mutually agreed-upon plan involving at least $300 billion (£225 billion) for the reconstruction and development of the Islamic Republic of Iran." It is undeniable that one must condemn the genocide committed by the US State—represented by the arch-reactionary and genocidal Donald Trump, a crook who has enriched himself through the "cryptocurrency" scam, amassing a "fortune" of $57.6 billion (Bloomberg) (Source: *El País*, July 1, 2026)—in complicity with its political, ideological, and military instrument: the Zionist State of Israel, led by Benjamin Netanyahu (whose real name is Benjamin Mileikowsky, of Polish origin). This aggression is directed against the people of Iran and their leaders—with over 50 high-ranking officials having fallen in this War of Zionist-Imperialist Aggression, including Ayatollah Ali Khamenei, and even the 187 people killed at the Shajarech Tayyebeh Primary School in Minab, who were disintegrated by Tomahawk missiles fired by the US Army: 156 children, 26 teachers and school staff, and 5 parents who had rushed to embrace their children. It is imperative to note that the Zionist State of Israel has continued its attacks against the people of Lebanon and Gaza. The peoples of the Third World form the foundation of transformation and demonstrate that history is made by the masses; Mexico, Venezuela, Colombia, Brazil (specifically the poor peasantry of Rondônia), Chile, and Ecuador all exemplify these contradictions. Meanwhile, the people of Ukraine face a war of aggression waged by the nuclear superpower of the Russian State—a conflict that has become bogged down due to its class character.
In this context, imperialism—characterized as monopolistic, parasitic, and in a state of decay—sinks ever deeper, while the New International of the Proletariat emerges. Founded on December 23, 2022, by 15 “detachments of the Proletarian Vanguard,” the International Communist League (ICL) leads the transformation of misery, inequity, and exploitation through the Scientific Ideology of the Proletariat—now evolved into a New, Third, and Higher Stage—to fill the Earth with light and joy. Long live the struggles of the international proletariat and the peoples of the world! Long live the International Communist League and its three years of fruitful action! Down with imperialism—with its superpowers and imperialist powers—which only oppresses, exploits, and chains humanity in misery! Long live the International Communist League, the burning beacon of the proletariat across the globe, guiding us with the Third, New, and Higher Stage of the Scientific Ideology of the International Proletariat: M-L-M, with its Contributions of Universal Validity!
National Situation.—
The character of the Peruvian social formation is semi-feudal and semi-colonial, featuring a Bureaucratic Capitalism that serves the Big Bourgeoisie and the landowners, who exploit and oppress the people. Imperialism—primarily Yankee—along with the Big Bourgeoisie and the landowners, direct and organize their threadbare “elections” to install lackeys who represent them and crush the people. They do this through the “fascist” Constitution of 1993 and the “Powers of the State”—the Judiciary, the Legislature, and the Executive, along with their ministries and the “Constitutional Court” (which sanctions the enactment and enforcement of fascist law)—all to realize their dark objectives: restructuring and reinvigorating Bureaucratic Capitalism and repressing popular protests. On April 5, 1992, through a "coup d'état"—backed primarily by Yankee imperialism and endorsed by the big bourgeoisie and landowners, with the armed forces and police acting as its backbone—a fascist, genocidal, and sell-out regime was imposed.
Opportunism—with its putrid trade-unionist crusts—and its twin brother, the hardened revisionism of “Patria Roja* (which has turned the SUTEP National Executive Committee into its lair), have—alongside the usurped and usurious “Derrama Magisterial” and the perfidious "FENTAPERÚ"—joined forces to destroy the SUTEP Único of José Carlos Mariátegui, all while pursuing the path of parliamentary cretinism. This occurred following the electoral farce and fraud of the "runoff" election on June 7 of this year, which featured Roberto Sánchez Palomino—representing the bureaucratic faction of the big bourgeoisie—and Keiko Fujimori—representing the comprador faction of the big bourgeoisie and imperialism (primarily Yankee imperialism), and who is currently facing prosecution for extremely serious criminal offenses. Keiko Fujimori, representing Fuerza Popular, emerged as the winner. "The National Office of Electoral Processes (ONPE) has now announced the official results of the electoral runoff. Keiko Fujimori won with 50.13% of the valid votes, representing 33.75% of eligible voters or 26.41% of the total population. Her opponent, meanwhile, has announced that he does not recognize the narrow result and alleges electoral fraud (electoral fraud is normal in Peru, as in most countries); the Organization of American States, led by the Yankees, has already declared its support for Keiko Fujimori" (Source: AND MPP).
To maintain the fascist dictatorship, the big bourgeoisie—through its bureaucratic faction—has ordered the revisionist and opportunist elements to "change the Constitution." From their maws come these cries: a “New Constitution” under the protection of bayonets, intended to perpetuate the exploitation and oppression of the people (can there truly be a “New Constitution” representing the people's interests in a Peruvian society subjected to exploitation by the big bourgeoisie, the landowners, and the bureaucratic capitalism imposed—primarily—by Yankee imperialism? Opportunists and inveterate revisionists harbor the dreams of hyenas with such delusions). Furthermore, the current President, Keiko Fujimori, is an agent of Yankee imperialism and a faithful successor in perpetrating greater fascism, genocide, and betrayal of the homeland against the Peruvian people.
That is why their fascist-style legal measures—now approved by that "Augean stable" known as Congress—include the promulgation of the "impunity law," which legalizes the heinous genocide against the people and grants "amnesty" to the perpetrators of crimes against humanity associated with that genocide. Other such measures include the "shoot-to-kill" law targeting those protesting for their demands (strikes, protests); the Civil Service Law, which denies the people their rights to employment and social benefits such as social security and retirement pensions; and the Teachers' Reform Law (Law No. 29944)—a fascist measure designed to privatize education and facilitate the mass dismissal of public school teachers through mechanisms such as "Teacher Performance Evaluations" (tools for mass firing) and ideological programs like PISA assessments, PELA, teacher mentoring, and the "Full School Day" (an extension of working hours to extract absolute surplus value). And now, they are implementing extended working hours via "remote work" to accumulate absolute surplus value.
Furthermore, this fascist, genocidal, and sell-out government has enacted Emergency Decree (DU) 038-2020—termed the "perfect suspension of work," but in reality a legal instrument for "perfect mass dismissal"—to the delight of the comprador and bureaucratic big bourgeoisie. In the education sector, a piecemeal "transfer" of authority to Regional Governments (GORE) and Local Governments (municipalities) has begun (Ministerial Resolution 150-MINEDU-2023, dated March 9, 2023), alongside the "mandatory" requirement to undergo "Teacher Performance Evaluations." Failure to appear for this farcical evaluation results in the immediate dismissal of the teacher from their position and job (Supreme Decree 011-2023-MINEDU, dated June 28, 2023). Then there is the Fascist Law on Automatic Mass Dismissals: Law 32242, enacted on January 10, 2025.
A generalized crisis grips Peruvian society and the bureaucratic-landlord state, with a Congress that has "increasingly become a center of criminality"—according to Steven Levitsky, a Harvard University political scientist (quoted in *La República*, May 31, 2026). This Congress has also been described as "A lethal Congress: 5 years—which was far too long" by Rosa María Palacios (*La República*, July 5, 2026). Regarding Law 32581—enacted on April 15, 2026, and establishing a monthly pension of 3,500 soles for retired and separated teachers—the fascist jaws of current Congress members Patricia Juárez Gallegos and César Revilla immediately snapped shut, as they claimed it would represent an "excessive expense" for the State. However, they offer no comment on the recent pay increase for Armed Forces and Police pensioners authorized by Supreme Decree 112-2026-EF—published in the El Peruano official gazette on June 13, 2026—which provides for amounts ranging from 265.57 to 1,028.76 soles. For those at the "top": lucrative salaries and immense fortunes extracted from the people's labor; for "those at the bottom" (the people): hunger, misery, exploitation, fascism, and genocide. A case in point is the salary hike for the judges of the National Justice Board, who will now earn 42,717 soles—a measure approved by Congress on June 24, 2026, based on bills 13363/2025-JNJ and 13506/2025-CR. The National Justice Board serves as a devious legal instrument designed to legitimize institutionalized corruption and to swiftly suspend, remove, or initiate disciplinary proceedings against judges who fail to enforce fascist law—as seen in the cases of Dr. Delia Espinoza and prosecutors José Domingo Pérez, Rafael Vela, and Richard Concepción Carhuancho, all of whom were removed by the current gangster, "White Collars" gang member, and "Nation's Prosecutor," Tomás Aladino Gálvez.
Time is running out before the State—acting through the Ministry of Education and under orders from the World Bank and the IMF—privatizes the social function of education and carries out the mass dismissal of the people's teachers; Their goal is to carry out these disastrous plans through the year 2030, with the complicity and endorsement of opportunist factions—specifically the group that, back in 2012, fully backed the enactment of Law LRM 29944 alongside its twin from *Patria Roja*, a gang that has seized control of the Derrama Magisterial (a fund for teachers) and usurped the SUTEP union. They are nothing more than political gamblers and foul union-crusts riding on the backs of teachers. We therefore repudiate their statement titled "Peru Demands Democratic Responsibility from Us"—published in the newspaper La República on June 28, 2026—a document in which they submit to "Ms. Keiko Sofía Fujimori Higuchi, who is set to be proclaimed President of the Republic," and call for "conduct regarding our Derrama Magisterial (a fund for teachers) that is subordinate to the law." These scoundrels and hardened revisionists—enemies of the teachers—have colluded with the State to appropriate over two billion soles in Derrama Magisterial assets (money mandatorily contributed by teachers) and are living the high life, betraying the profession while supporting a regime that has become increasingly fascist, genocidal, and traitorous to the homeland.
We must not overlook the plan of Fuerza Popular—representative of the big comprador bourgeoisie and imperialism, primarily Yankee imperialism. Regarding the economy, Keiko Fujimori’s (*Fuerza Popular*) proposals state: “The document proposes increasing the average productivity of micro and small enterprises (MSEs) by 25%” through digitalization. The text proposes the formation of productive clusters as a strategy for business integration. The plan outlines the promotion of private investment and legal stability as conditions for economic reactivation, stipulating these actions as mechanisms for generating formal employment. This implies further deepening bureaucratic capitalism by chaining it more tightly to the system “through digitalization”—a lucrative business opportunity for financial capital originating from Yankee imperialism. It also aims to better exploit our homeland's natural resources through the formation of “clusters” based on location: fisheries at sea; oil, agro-exports, and minerals in the north (specifically coastal oil in La Libertad, Lambayeque, Piura, and Tumbes); gold, copper, zinc, and iron in the Eastern Andes (Cajamarca, Ancash); minerals in the country's central region—highlighting rare earth elements (lanthanides and actinides)—along with uranium in the south (Apurímac, Puno); and forestry resources in the Amazon, in addition to hydrocarbons (gas and oil). In essence, the plan seeks to continue this fascist, genocidal, and sell-out regime, aiming to eliminate the rights of the people. Source: *El Comercio* newspaper, May 23, 2026.
Therefore, on the Democratic Path—the path of the people alongside the SUTEP Único of J.C. Mariátegui—we must, on this Teachers' Day (July 6th), steel our historical optimism and strive for the “Defense of the Class-Based Union,” dedicating ourselves to serving our beloved and indestructible Peruvian people.
Down with the laws stripping away the rights of the national teaching workforce—LGE 28044, LRM No. 29944, and related legal norms such as the fascist Law on Automatic Mass Dismissals (Law 32242)!
Down with mass-dismissal evaluations—specifically teacher performance assessments—and the "transfer" of education administration to Regional Governments and municipalities!
Demand the full return of contributions—plus accrued interest—made to the usurious *Derrama Magisterial* (Teachers' Benefit Fund) controlled by the *Patria Roja* parasites!
For a National Teachers' Strike—organized from the rank-and-file and led by the SUTEP of José Carlos Mariátegui—to wrest rights, benefits, and freedoms for the teachers of the people!
Immediate payment—adjusted for inflation—of the debt owed for the 30% bonus for class preparation and evaluation, without resorting to bureaucratic legal processes!
Uphold, defend, and implement the statutes, the class-conscious trade union line, and the motto of the Unified SUTEP of J.C. Mariátegui, and cast the *Patria Roja* clique out of the Union and the *Derrama Magisterial*!
For better working conditions and salary increases for active, retired, and pensioned teachers, in accordance with Law 3258!
Fight for the permanent appointment of thousands of teachers currently in "contract" status!
Down with the most fascist, genocidal, and sell-out dictatorship in Peru!
Long live the struggles of the Peruvian people and the peoples of the world: Palestine, Lebanon, Yemen, India, Turkey, the Philippines, Iran, Ukraine, Kenya, and the peoples of Latin America!
