CEUTA SHAKES THE ILLUSION OF UNITY AMONG THE STATES OF THE EUROPEAN UNION
Last Thursday, July 30, thousands of immigrants from Morocco, approximately 60,000, swam across the Mediterranean and entered the city of Ceuta, a Spanish colonial enclave on the coast of the aforementioned North African country; therefore, under the sovereignty of the Spanish imperialist State and within the borders of the European Union. The numbers of those killed in the attempt to find a way out of their desperate situation ranges so far from 72 to 88.
Unaware of their historical and political responsibility, the reactions of the representatives of the EU states were cynically “harsh” against the migrants and that Spain must "re-control the situation in Ceuta as soon as possible" (what is in quotes corresponds to the TV Bayer 3 report, which we will quote later).
Manfred Weber (CSU), president of President Ursula von der Leyen's European People's Party (EPP). He called for “tough measures by Spain on the border with Ceuta”, on Thursday, July 30. Today, Weber, in statements to the German TV news program 24 Hours, when asked why he did not agree with Pedro Sánchez, if President Von der Leyen herself had congratulated him for the management of the "migration crisis", he responded that he agreed with what was expressed by the president of the Commission about the response to the "Ceuta crisis": but, that he did not agree with Sánchez's immigration policy, which is what has to be seen in today's meeting of EU interior ministers. Thus, collusion and struggle between European imperialists is expressed.
The struggle, in this case, is around the “regularization of migrants” by the Spanish imperialists, which they consider the cause of the crisis. Migration policy of Spanish imperialism due to the labor force needs of its parasitic economy, due to the deficit of the natural growth of its population for the needs of production. The collusion is in the repression and genocide against migrants who may exceed their needs and by the so-called “common policy.”
Migrants from the Third World come to the North fleeing the oppression and exploitation to which imperialism, bureaucratic capitalism and semi-feudality have subjected them in their countries. They are part of the vast majority of the earth's population in a situation of economic backwardness, there is no development of industry and national production with the consequence of unemployment or precarious employment - lack of income or little income; then, hunger, misery and on top of this the repression and reactionary war unleashed by the lackeys of the imperialists in their countries and, when not, the imperialists themselves.
Likewise, they flee from the humanitarian catastrophe caused by foreseeable natural disasters and whose consequences can be minimized or avoided if the landowner-bureaucratic States at the service of imperialism through their lackey rulers, had taken prevention and civil defense measures for these chaos. Therefore, we say; catastrophes, which plague these great human masses mainly due to the abandonment and criminal intemperance of the system of imperialist oppression of the majority of the countries on earth.
The desperate migrants who have passed from Morocco to Ceuta, who today occupy the front pages of the world's major media, are representatives of the masses of the poorest, the most exploited and most oppressed, of the vilified (the “Wretched of the Earth”) of Africa and all the backward or Third World countries, who come to the EU countries in search of refuge to save their lives and escape from the lowest circle of the Dantesque hell in which they find themselves condemned by the system, that is, by imperialism, semi-feudality and bureaucratic capitalism.
This so-called “migration crisis” in Ceuta, as well as those that have occurred in previous years, expresses in a particular way the main contradiction, that is, imperialism-oppressed nations and the third contradiction, inter-imperialist. Which, naturally, will also serve to further promote the development of the bourgeoisie-proletariat contradiction in these countries, because a large part of the mass of these immigrants will go on to swell the deepest and deepest layer of the proletariat in the EU. Another part of them will be used as cannon fodder in wars of imperialist aggression.
The above indicates a greater development of the revolutionary situation in unequal development in the world, that is, of the objective situation, which to transform into a revolution cries out for the leadership of the proletariat through its Communist Party.
See the relationship between spontaneous movement and conscious movement to determine the political situation existing in the world today. Apply the Marxist-Leninist-Maoist principle, that only with revolutionary violence can the world be transformed, revolutionary violence that today can only be a people's war.
These migrant masses have been believing in the formal right to life and asylum, which with their own struggle has been managed to be inscribed in national and international treaties and laws as international humanitarian and human rights law. Reactionary propaganda has made them believe that all declarations on human rights and the Geneva Convention are complied with as a general rule, when the truth is that their compliance, and limited, is only the exception and depends on the interests and needs of the imperialists in collusion and conflict.

"The head of the Spanish Government, under pressure
During his visit to Ceuta, the President of the Spanish Government, Pedro Sánchez, described the current situation as an "attack" and "violation of the territorial integrity of Spain." But Sánchez is generally known for describing migration not primarily as a security problem, but also as an economic and demographic opportunity. Sánchez has always emphasized the contribution of immigrants to the labor market and to the financing of the welfare state. The Spanish population, particularly the elderly, needs immigration, he maintains.
Many other governments in Europe, on the other hand, have recently increased their rhetoric and focused on stricter border controls and deportations.
Some harsh reactions from EU states
In a first reaction, Chancellor Friedrich Merz (CDU) asked the Madrid government to take decisive measures. Spain must "get back under control of the situation in Ceuta as soon as possible," Merz said in a written statement. For this reason, he "applauds the Spanish intention to not allow the entry of illegal immigrants to the European continent." At the same time, Merz stressed: "We hope that Morocco will immediately accept illegal immigrants." Previously, Italy had reacted particularly harshly. Prime Minister Georgia Meloni called the images from Ceuta “shocking” and announced that her government was considering “extraordinary measures.” The Minister of Foreign Affairs, Antonio Tajani, asked that Spain be excluded from the Schengen area. The avalanche of publications on social networks and the countless political reactions show that the debate on the background and consequences of the crisis situation in Ceuta has only just begun.” (August 1, 2026)
The reality of the imperialist genocide against migrants from the Third World, such as in Ceuta, Melilla or Lampedusa, etc., is telling us that what the struggle of the proletariat and the peoples of the world has managed to establish in these so-called humanitarian laws is annulled, limited, unknown or minimized by special laws and agreements on immigration and asylum, a true state of exception as part of the very nature of bourgeois law and by the process of reactionization of the bourgeois State. Thus, what they write with their hand they erase with their elbows.
These migrants like those from Ceuta, at the cost of sacrificing their own lives, are demanding that the formal right to a decent life and to asylum or refuge be fulfilled and, furthermore, that the belligerent powers, from previous and current wars, comply with giving them the assistance and protection to which they are obliged by the international law of war. Their struggle is, therefore, a fair struggle; It is up to the proletariat and its party to assume it and raise it to the level of political struggle, struggle for Power.
These thousands of migrants are part of the great mass of millions and millions of poor people on earth from whom the system in the last 600 years has stripped of all the conditions to be able to develop their countries. Let us remember how the economies of the great native empires of America were destroyed and, later, all industrial development of their own was prevented with the Spanish and Portuguese commercial monopoly; In India the nascent textile industry was crushed and, as in Egypt, the English capitalists used it for the production of inputs or raw materials such as cotton for the English industry and cheap food for England in order to keep the real wages of English workers low.
Today, this immense human mass is at the gates of Europe to fight to realize the formal rights established as “human rights”, of which the representatives and owners of the current international order of oppression and exploitation are so full. Of those fighting to enter the EU, there are dozens if not hundreds who die each year while crossing the Mediterranean. Still, migrants would rather die trying than return to the destruction and suffering that imperialism has caused in their countries of origin.
Do not forget that the dead in the Mediterranean are mainly victims of the repressive policy against migrants, which is applied through genocide, against the displacement of populations from the south to the north, which responds to the current population law, which is the one that corresponds to the current moment of greatest parasitism and decomposition of imperialism and its sick son, bureaucratic capitalism, in the period of "50 to 100" years, in which imperialism will be swept from the face of the earth by the world revolution, through people's war.
Despite everything, the president of the EU, and the representatives of the main States of the EU imperialist alliance, with full cynicism call to repress the migrants and congratulate Pedro Sánchez for having applied repression against these migrants from Morocco to Ceuta; who is it. In the conscience of most people is the hitherto unpunished massacre of Melilla in June 2021 and that of Lampedusa in 2023, as an accusatory episode of this continued genocide of the imperialists against the starving people of Africa and other Third World countries.
