CEUTA. THE RECENT EPISODE OF THE WAR AGAINST THE "WATCHED OF THE EARTH"

 

THE NEWS IN BRIEF:

When the sea stops being a border. Dozens of young people jumping into the water, families advancing along the Tarajal breakwater, rescue teams trying to help those fighting against the currents and a city of barely 85,000 inhabitants trying to absorb, in a matter of hours, the arrival of some 50,000 people, more than half of its population.

They are images that are reminiscent of May 2021, although this time with greater magnitude. On the beaches of Ceuta, the border between Europe and Africa once again became a blurred line where the humanitarian emergency, security and diplomacy were intertwined again.

While the Civil Guard and the emergency services deployed an unprecedented device and the Government ordered the reinforcement of the military presence in the autonomous city, a question began to arise almost immediately: what caused the migratory avalanche of such magnitude?" It has been mentioned by the President of the Spanish State, Sánchez, and by the President of the European Union (EU), a story has been spread to distort the ultimate cause of the new episode of the so-called "migration crisis", the current one that has been called "the Ceuta migration crisis", presenting it as a violation of Spanish sovereignty and the EU borders. Rehearsing arguments such as the failure of the authorities of the kingdom of Morocco to comply with the commitment to have its borders closed for “illegal migration” to the EU, which the Spanish media monopolies have allowed to slip as Morocco's reaction to the Sánchez government's position of rapprochement with Algeria; Well, between Morocco and Algeria there is a dispute over the "Sara-hui question. And, in addition, these same media, such as El País, have added that the Moroccan side would have opened its "borders with Spain" to press for the pending issue of the decolonization of Ceuta and Melilla and their reintegration into Morocco.

These existing disputes are agitated to cover up the war of the imperialist states of the EU and, in the case at hand, specifically of the Spanish imperialist State, in the specific case, against the starving people of Africa.

The imperialist war against the desperate people of Africa is carried out by resorting to the most blatant genocide, which they try to cover up with propaganda and legal measures to combat “illegal” or “irregular” migration. On this occasion, the President of the Government Pedro Sánchez said during his visit to Ceuta that the current situation is “a violation of the territorial integrity of Spain.” Merz, the failed German Chancellor, welcomed “the Spanish intention of not allowing illegal immigrants to enter the European continent.” Italy's Meloni, with an agreement under the table with Sánchez, has closed the borders with Spain as an "extraordinary measure." And 22 EU member states have called an extraordinary meeting to address the issue. They do it in collusion and imperialist and reactionary struggle, because war against the poor spurs their contradictions. They collude and fight to literally “throw the starving Moroccans into the sea.”

The so-called “Ceuta migration crisis” is the most recent episode of this war that is taking place before our eyes and the “civilized conscience of Europe” against the starving people of Morocco, like those of other African and Third World countries, who are fleeing oppression, exploitation, hunger, misery and all the unimaginable evils to which imperialism, bureaucratic capitalism and semi-feudality condemn them in their countries of origin. Incontestable reality that is condensed in the statements given to the press by these “wretched of the Earth”, which can be condensed in their expression: “We are willing to die in order to have a better life.” That is to say, going from the last circle of hell to one a little higher in Europe that practices discrimination and hatred of immigrants from oppressed countries. This unmasks all the lies and speculations that are woven to cover up the genocidal policy of the EU and the Spanish State headed by Sánchez.

We cannot allow ourselves to be confused by the duplicity of Pedro Sábchez's words and his claims to his “EU partners”, these have only one meaning: they cover up their own responsibility in the genocide and the new humanitarian catastrophe that they have caused to 60,000 refugees whom they have kept without bread or water and without any assistance, violating their own legal norms and the last provision of the resolution of their Constitutional Court that orders them to proceed with the regular immigration procedure for those who are within the borders. of the State. The recourse to the “threat to Spanish sovereignty” has no formal or material basis.

 To date, 67 deaths of these current “wretched of the Earth” have already been counted, using F. Fanon's expression.

CEUTA. EL RECIENTE EPISODIO DE LA GUERRA CONTRA LOS "CONDENADOS DE LA TIERRA"

LA NOTICIA EN RESUMEN: 

"Miles de personas llegaron a nado o bordeando el espigón del Tarajal en una de las mayores crisis migratorias registradas en Ceuta, España. Mientras el Gobierno de Pedro Sánchez atribuye lo ocurrido a las redes de tráfico de personas, que habrían aprovechado una reciente sentencia del Tribunal Supremo para generar un efecto llamada, el precedente de la crisis diplomática con Marruecos, el contexto geopolítico del Magreb y la relajación temporal de los controles fronterizos han reabierto una pregunta inevitable: ¿se trata únicamente de una crisis migratoria o también de un episodio de presión política?

Cuando el mar deja de ser una frontera. Decenas de jóvenes lanzándose al agua, familias avanzando por el espigón del Tarajal, equipos de rescate tratando de auxiliar a quienes luchaban contra las corrientes y una ciudad de apenas 85.000 habitantes intentando absorber, en cuestión de horas, la llegada de unas 50.000 personas, más de la mitad de su población.

Son imágenes que recuerdan a mayo de 2021, aunque esta vez con mayor magnitud. En las playas de Ceuta, la frontera entre Europa y África volvió a convertirse en una línea difusa donde la emergencia humanitaria, la seguridad y la diplomacia se entrelazaron de nuevo.

Mientras la Guardia Civil y los servicios de emergencia desplegaban un dispositivo sin precedentes y el Gobierno ordenaba reforzar la presencia militar en la ciudad autónoma, una pregunta comenzó a abrirse paso casi de inmediato: ¿qué provocó la avalancha migratoria de semejante magnitud?" Se ha mencionado por parte del presidente del Estado español, Sánchez, y por la presidente de la Unión Europea (UE) se ha propalado un relato para desvirtuar la causa última del nuevo episodio de la llamada “crisis migratoria”, la actual que se ha denominado “la crisis migratoria de Ceuta”, presentándola como una violación de la soberanía española y de la fronteras de la UE. Ensayando argumentos como el incumplimiento de las autoridades del reino de Marruecos del compromiso de tener cerradas sus fronteras para la “migración ilegal” hacia la UE, lo que los monopolios españoles de los medios han dejado deslizar como reacción de Marruecos ante la posición del gobierno de Sánchez de acercamiento a Argelia; pues, entre Marruecos y Argelia hay una disputa sobre la “cuestión Sara-hui. Y, además, estos mismo medios como, por ejemplo, El País, han agregado que el lado marroquí habría abierto sus “fronteras con España” para presionar por la cuestión pendiente de la descolonización de Ceuta y Melilla y su reincorporación a Marruecos.

Se agita esos contenciosos existentes para encubrir la guerra de los estados imperialistas de la UE y, en el caso que nos ocupa, concretamente del Estado imperialista español, en el caso concreto, contra los muertos de hambre de África.

La guerra imperialista contra los desesperados de África se lleva a cabo recurriendo al más descarado genocidio, que tratan de encubrirlo con propaganda y medidas legales de combate a la “migración ilegal” o “irregular”. En esta oportunidad el Presidente del gobierno Pedro Sánchez ha dicho en su visita a Ceuta ha que la actual situación es “una violación a la integridad territorial de España”. Merz, el fracasado Canciller alemán, saludó “la intención española de no permitir que los ilegales inmigrantes entre en el continente europeo”. La Meloni de Italia con acuerdo bajo la mesa con Sánchez ha cerrado las fronteras con España como “medida extraordinaria”. Y 22 Estados miembros de la UE han convocado a una reunión extraordinaria para abordar la cuestión. Lo hacen en colusión y pugna imperialista y reaccionaria, porque guerra contra los pobres acicatea sus contradicciones. Se coluden y pugna por literalmente “arrojar al mar a los muertos de hambre de Marruecos”.

La llamada “crisis migratoria de Ceuta” es el más reciente episodio de esta guerra que tiene lugar ante nuestros ojos y la “conciencia civilizada de Europa”contra los muertos de hambre de Marruecos, como los de los otros países de àfrica y del Tercer Mundo, que huyen de la opresión, explotación, el hambre, la miseria y todos los males inimaginables a que los condena el imperialismo, el capitalismo burocrático y la semifeudalidad en sus países de origen. Realidad incontestable que se condensa en las declaraciones brindadas a la prensa estos “condenado de la Tierra”, que se deja condensar en su expresión: “Estamos dispuestos a morir para poder tener una vida mejor “. Es decir pasar del último círculo del infierno a uno un poco más arriba en la Europa que practica la discriminación y el odio al inmigrante de los países oprimidos. Eso desenmascara todas la mentiras y especulaciones que se tejen para encubrir la política genocida de la UE y del Estado español encabezado por Sánchez.

No podemos dejarnos confundir por la doblez de las palabras de Pedro Sábchez y sus reclamos a sus “socios de la UE”, estas tienen un solo sentido encubrir su propia responsabilidad en el genocidio y la nueva catástrofe humanitaria que han causado a 60 000 refugiados a quienes han mantenido sin pan ni agua y sin ninguna asistencia violando sus propias normas legales y la ultima disposición de la resolución de su Tribunal Constitucional que le ordena proceder con el trámite regular sobre migración a quienes se encuentren dentro de las fronteras del Estado. El recurso a la “amenaza a la soberanía española” no tiene ningún asidero formal ni material. 

Hata el día de hoy, ya se han contado  67 muertos de estos actuales “condenados de la Tierra”, tomando la expresión de F. Fanon.

Infolge des verheerenden Erdbebens vom 24. Juni mit über 3.500 bisher offiziell bestätigten Toten sind zahlreiche US-Militärs ins Land verlegt worden. Nicht die humanitäre Hilfe für die in Not geratene Bevölkerung, sondern die direkte Kolonialverwaltung stehen im Zentrum des Einsatzes der US-Truppen.



Der dicht besiedelte Küstenkorridor von den Städten Catia La Mar über La Guaira, 40 km von der Hauptstadt Caracas entfernt und nahe dem internationalen Flughafen Simon Bolivar, bis hin zur Stadt Caraballeda steht im Zentrum der Zerstörung. Zwei Erdbeben mit den Stärken 7,3 und 7,5 haben hunderte Gebäude zum Einsturz gebracht und die Stromversorgung zu mehreren Regionen abgeschnitten. Nach derzeitigem Stand gibt es 3.535 bestätigte Tote, nach wie vor herrscht der Ausnahmezustand in der Region und die Rettungsarbeiten werden nach allgemeinem Ermessen noch lange dauern. Doch nach der Entführung des venezolanischen Präsidenten Maduro versuchen die USA diese Naturkatastrophe für ihre eigenen Ziele in Venezuela zu nutzen. (1)


US-Truppen weiten Kontrolle aus

Dazu gehört in erster Linie die Militärverwaltung durch die Truppen unter der südlichen Kommandozentrale „SOUTHCOM“. Die US-Militärschiffe und Flugzeuge standen im Zentrum des „Katastropheneinsatzes“ und das US-Militär hat mittlerweile auch die Kontrolle über zentrale strategische Punkte in der Region übernommen. Einheiten der US-Marines weiten ihren Einfluss über die Häfen der Region aus. Der Generalmajor Kevin J. Jarrard vom US-Marinekorps traf nur wenige Tage nach dem Erdbeben in Caracas ein und leitet seither die Operationen des SOUTHCOM.

Insbesondere am Simón Bolívar International Airport sind seit dem 1. Juli Einheiten der US-Airmen und der US-Marines im Einsatz. Die um die hundert Soldaten haben die Logistik des Flughafens in zentralen Teilen übernommen und fliegen von dort Kampfhubschrauber und Drohnen aus. Selbst durch internationale Pressevertreter wurde in einer Frage an die venezolanische Regierung angemerkt, dass Truppen wie die US-Marines eigentlich Spezialeinheiten sind und warum diese nun logistische Versorgungsaufgaben übernehmen. Das wurde mit der recht halbherzigen Antwort abgetan, dass auch diese Truppen Erfahrung in der Organisation humanitärer Hilfe haben. Eine fadenscheinige Ausrede, die davon ablenken soll, dass die Präsenz der US-Marines natürlich militärischen Zielen dient. (2)

Es wäre bestenfalls naiv zu behaupten, dass im Zentrum dieser Einsätze nicht die allgemeinen Ziele des US-Imperialismus stehen würden. Seit dem Überfall auf das Land und seit der Entführung des Präsidenten Nicolas Maduro im Jänner wird versucht die Fremdherrschaft über das Land immer weiter auszubauen. Das geschieht nicht nur mithilfe der verräterischen Regierung unter Rodríguez, die unter anderem auch das venezolanische Öl an die USA verkauft hat, sondern auch durch die direkte Präsenz von US-Truppen in Venezuela (insbesondere mit dem Attentat auf den Anführer der kriminellen Organisation „tren de …“ der mit verstärkter Präsenz in den Regionen mit Gold- und Coltanvorkommen verbunden ist). Die US-Armee übernimmt nun mit dem Erdbeben in offen kolonialer Manier weitere Teile der Lokalverwaltung. Die Naturkatastrophe dient angesichts dieser Lage vor allem als Legitimation für die verstärkte militärische Präsenz der USA.


Das Spiel mit den Zahlen

Es gibt auch Hinweise darauf, dass die katastrophalen Zustände nach dem Erdbeben wohl aus diesem Grund gezielt propagandistisch genutzt wurden wurden. So übernahm der ORF gleich am ersten Tag die Information von „bis zu 100.000 Toten“ die durch die US-Erdbebenwarte USGS verbreitet wurde, während die bestätigten Totenzahlen bald darauf auf 1.430 herunterkorrigiert wurden. Vergleichsweise wurden in der Berichterstattung über den Gazastreifen immer nur streng die Zahlen der gezählten Toten gebracht und nicht die (sehr hohe) geschätzte Zahl der unter den Trümmern bedeckten. Wo es von politischem Interesse ist die Totenzahlen zu steigern wird hier in zynischer Art und Weise ein anderer Maßstab angesetzt. (3)


Selbstbestimmung statt Marionettenregierung

Die Regierung unter Präsidentin Delcy Rodríguez hat hingegen schon direkt nach dem Erdbeben, quasi schon im ersten Atemzug die Hilfe durch die US-Truppen angefordert. Die zahlreichen sozialen Einsparungen im Rahmen der US-verordneten „Schocktherapie“ – ganz zu schweigen der langjährigen US-Sanktionen – fallen dabei natürlich schwer ins Gewicht. Die Kollaboration der Regierung mit den USA und ihre Unterwerfung unter deren Interessen wird die Hilfe nach der Naturkatastrophe nicht garantieren können, sie hat aber die weitere Versklavung des Landes zur Folge.
