Imperialism and all Reactionaries are a Paper Tiger: Let us Open with Actions a New Aurora United under Maoism

We celebrate another anniversary of the birth of Chairman Mao Tse-tung, the Great Helmsman of the Proletariat, who made one of the greatest revolutionary contributions to the history of humanity and who continues to enlighten and guide us in the turbulent times in which we live. We uphold, defend and apply Marxism-Leninism-Maoism, which, when embodied in the peoples of the world is an all-powerful and invincible weapon against imperialism, the reaction and revisionism.

We also commemorate on this occasion the third anniversary of the International Communist League, reaffirming our commitment of fighting for the unity of the International Communist Movement, under Marxism-Leninism-Maoism, fighting for the reconstitution of the Glorious Communist International, serving the World Proletarian Revolution.

The International Communist League salutes the international proletariat, the oppressed peoples and nations, the People’s Wars in Peru, India, Turkey, and the Philippines, and the heroic Communist Parties that lead them: PCP, CPI (Maoist), TKP/ML, and CPP. We bend the red flags for the heroes of the Party and the Revolution who offered their lives in this year 2025:

On this occasion, we pay our heartfelt tribute to Comrade Basavaraj, General Secretary of the CPI (Maoist), and the cadres of the CC who fell in combat. Their legacy is a source of pride for our class; their sacrifice in combat was a declaration of war! No peace, no conciliation! No self-preservation, let us give our lives for the party and carry the People’s War to complete victory! To defend Comrade Basavaraj is to defend the line of the CPI (Maoist) of the People’s War against revisionism.

We also pay tribute to Comrade Maria Malaya, member of the Political Bureau of the CPP, who fell in combat in February 2025, and to the hundreds of militants and combatants who have irrigated the way for the People’s War with their precious blood.

We also extend our warm greetings to the oppressed masses, who are rising up and fighting on the whole planet, to the national liberation wars and especially to the heroic Palestinian National Resistance.

The hill of reaction: The general crisis takes a leap in its decomposition

The general crisis of capitalism in its highest imperialist stage sharpens and it manifests itself in all spheres: economic, political, military, and ideological. Imperialism, at its , shows the sharpening of its economic essence: the most monopolistic, most parasitic, and is in a further advanced process of decomposition and collapse.

Economically, the crisis of imperialism has deepened on the basis of successive crises of relative overproduction: with recessions and then slow recovery, followed by new crises (ever shorter cycles), which makes the economic cycle start from a lower point; which have led to widespread bankruptcy, massive structural unemployment, a sharp drop in production and investment levels, greater speculation, greater concentration and centralization of capital and rentierism and the so-called “financialization” of the economy, paving the way for new cycles of deeper and more frequent crises, which makes imperialism closer to its phase of collapse and of being swept away by the World Proletarian Revolution. This year, the price of gold reached historic highs, reflecting global instability and the weakening of the dollar, while economic forecasts for 2026 predict a global slowdown, with risks of “debt crisis” and “financial volatility”i. Yankee imperialism is desperately trying to reorganize its economy by imposing adjustments on the world market, seeking to regain positions, breaking alliances and coalitions with its imperialist competitors, having social-imperialist China as its main target, and seeking to strengthen its subjugation of oppressed nations and increase the degree of exploitation of the proletariat at home, as is the case with the anti-immigrant crackdown in the United States.

The trade war is also, in part, a tool that seeks to reorder supply chains and centralize capital in the US for a war economy, the cost of which, contrary to its rhetoric, also falls on United States families—cars, steel, and electronics became more expensive, which meant an additional cost of about $1,200 for each United States familyii. World trade slowed and factories in Mexico and Canada lost work posts. It is a law that they only come out of a crisis by preparing a stronger one, further concentrating monopoly power and thereby increasing exploitation, the extraction of surplus value, the intensification of oppression of the proletariat at home and of oppressed peoples and nations, and sharpening the contend for the distribution of the spoils. Yankee imperialism cannot resolve its contradiction between parasitism and economic decomposition of its economic base and its ambition to maintain its status as the sole hegemonic superpower, showing its process of collapse – inevitable as with all the empires that preceded it.

Politically, the general crisis of imperialism is expressed in higher reactionarization of its States for the development of the internal war against the people and for the war abroad: which for the proletariat and popular masses in imperialist countries means higher suppression of achieved rights and liberties, even more so for the deep and broad mass, the migrant masses, and for the oppressed nations means higher national oppression, imperialist wars of aggression for plunder. The militarization and reactionarization of imperialist States and bureaucratic capitalism are accelerating. This first year of Trump’s ultra-reactionary government, strengthening presidential absolutism in order to apply the strategic plans of Yankee imperialism with greater aggression, aiming to impulse the tendency toward more similar and reactionary governments, the so-called “far-right” governments in Europe as expressed in the last elections in Germany, France, and Portugal, and as it would also have to be in Latin America with the election as president of an open defender of the Pinochet dictatorship; are all an expression in the superstructure of the deep irredeemable crisis ailing it, a crisis of bourgeois democracy, of ideological decomposition and the failure of the self-proclaimed “left” and social democracy.

Militarily, the military cadres of the reaction recognize in their own terms the even furthered process of decomposition of imperialism, which also clearly reflects in the case of United States in its National Security Strategy published last month of November.

Yankee imperialism, the sole hegemonic superpower (the hegemonic power of the world), is trying by all means to advance its strategic objective of subjugating Russian imperialism (the atomic superpower), and containing the advance of Chinese imperialism throughout the world; but now it can only acknowledge the failure of its policy of “deterrence” over the last two decades and is accelerating preparations for a “multi-theater conventional war” and a new “era of rivalry between great Powers,” whose main objective is to prevent the emergence of a rival superpower and to increase the control over semi-colonial and colonial countries, the plunder of the imperialist contend, targeting particularly the peasantry and their lands, reorganizing its global military structure in its attempt of maintaining its declining hegemony. It is the end of the Pax Americana and the return of large-scale war; they are preparing for World War III amid increasingly open and bloody wars.

Since the Obama administration, the Yankee ruling classes have implemented the so-called “Pivot to Asia,” a maneuver that marks the formalization of a foreign policy focused on containing the rise of social-imperialist China and points to the Pacific as the main theater of the inter-imperialist contend. But the Yankee military strategy comes up against concrete limits imposed by its internal contradictions. The complete military and political failure in Iraq and Afghanistan, which after decades of aggression it has been shamefully expelled without fulfilling its strategic objectives, without achieving the stability required for plunder in the region and necessary for the transfer of Yankee military forces to other areas of the globe, nor forging lackeys with sufficient stability and submission to serve as a bastion for their domination in the region. The heroic offensive of the Palestinian National Liberation War brilliantly struck a blow to the plans of imperialism and reaction in the region; the ‘Abraham plan’ normalization plan and the growing isolation of the Palestinian cause before October 7, 2023, have reversed into the growing isolation of Israel, into a vigorous anti-imperialist movement that threatens to bring the war home, as demonstrated by the courageous assassinations of officials at the Zionist embassy in the United States and the combative mobilizations in the great imperialist metropolises.

The Palestinian National Resistance, despite not having proletarian leadership, an indispensable condition for complete victory – that is, to convert itself into revolution –, has strengthened its unity in the need to carry the struggle against the Zionist occupation to the end, rejecting calls for peace and conciliation and the sinister role played by the puppet Abbas and his now ghostly Palestinian National Authority. Although Israel has attempted to impose its will through its superiority in weaponry, with massive massacres, guerrilla resistance, and political and moral warfare, the Palestinian National Resistance is fueled by a cause that missiles cannot eradicate, and it is the great victor in this battle. The war rages on, and it is the protracted war that serves the forces of the people and will allow the fulfillment of the need that the Palestinian revolution is demanding with the blood generously spilled in abundance: the Communist Party of Palestine.

In Europe, the highest military cadres of the reactionary forces sharply point out: The “peace dividend,” which encouraged many NATO allies to reduce their defense spending after the end of the Cold War, is over. We must accept that allied combat forces must be ready to “fight tonight” to defend every inch of NATO territory. (…) The alliance must now prepare for large-scale combat operations (LSCO) against peer adversaries, a radical change from the counterinsurgency and stability operations of the last two decades. To this end, the solution is clear: NATO must transform itself into a self-sufficient war machine governed by a clear principle: “Mass must be met with mass.” The United States seeks to externalize the cost; it will act by providing command, control, and high-end technology, while the European allies will provide the combat “mass”, also applying the “divide and conquer” aiming to pit Germany and France against Russia and on the other hand to separate Russia from China. Amid collusion and contend, Yankee imperialism and the European imperialists are pushing forward with the greatest militarization of society, placing the cost of militarization on the people and enlisting them as cannon fodder for a future military confrontation on the old continent.

On the Domestic and “Rearguard” Front of the hegemonic power, the co-called “Western Hemisphere”, the new National Security Strategy of the USA exposes the application of the “Trump Corollary” to the infamous Monroe Doctrine, announcing a “readjustment of military presence” in the hemisphere to counter migration, drug trafficking, and the influence of rival powers, authorizing “the use of lethal force.” This is the political, economic and military occupation of Latin America, with structuring a system of military bases that seek to secure Latin America as the strategic base for its global domination and attempt to contain popular rebellion and ward off revolution on the continent and in its own backyard. However, the greatest aggression against the oppressed peoples of Latin America would have political implications throughout the continent, fanning the flames of the new democratic revolution with the tailwind of massive anti-imperialist mobilization. The United States has never been able to resolve the contradiction between its rotten interests as an imperialist butcher and the interests of its own people, a contradiction grows in proportion to its increased aggression toward the peoples of the world and that manifests itself in an ever more vigorous revolutionary and communist movement within its own belly.

The logic of imperialism obeys the scientific historical law pointed out by Chairman Mao Tsetung: “Stir up trouble, fail, stir up trouble again, fail again… until ruin: this is the logic of the imperialists and all the reactionaries of the world. Today, it is plotting its final sweep from the face of the earth, intensifying the inter-imperialist struggle for the division of the spoils, the oppressed nations and peoples, and making preparations for the third world war in the midst of increasingly open and bloody wars; which will either fuel the World Proletarian Revolution or be warded off by it.

The hill of the people: new revolutionary storms are brewing.

All over the world, the masses are on the move and rising up in rebellion. This revolutionary torrent runs the entire spectrum of consciousness and organization: from spontaneous outbursts, through struggles with higher forms of consciousness and organization, to the unstoppable advance in the formation of its proletarian vanguard: the Communist Parties, and the People’s Wars, red beacons illuminating the path to communism.

This year, in Nepal, popular anger overthrew the reactionary president KP Sharma Oli, set fire to the parliament and the mansions of the rulers, including that of the revisionist Prachanda, whose betrayal of the People’s War has not been forgotten. This act demonstrated the latent power of the masses and the urgent need to return to the path of People’s War as the only true way out. This year, the powerful uprisings in Bangladesh in May, Ecuador in October, the Philippines, and Indonesia in September and October, and the struggles spreading across Africa are expressions of this same force and the generalization of popular uprisings throughout the world.

The anti-imperialist movement is growing and strengthening on a global scale, showing an increasingly combative character and taking steps towards its organization. The release of the fighter Georges Ibrahim Abdallah after 41 years in French dungeons is an important victory, achieved after decades of sustained struggle and international mobilization of revolutionary forces. The general strike in Italy on September 22, which paralyzed the country in solidarity with Palestine, is another compelling example of the advance of anti-imperialist consciousness. New anti-imperialist initiatives are emerging and developing, albeit still in their infancy, impulsing a powerful international anti-imperialist movement.

In the heart of the imperialist beasts, the class struggle continues unabated. In social-imperialist China, the contradiction between the bourgeoisie and the proletariat is sharpening, manifesting itself in a new wave of workers’ protests. France was once again the scene of combative days of struggle against austerity measures, while in the United States, the streets of Los Angeles were filled with trenches in the fight against reactionary anti-immigrant policies.

This year, Operation Rough Rider against the Houthis, despite a massive campaign — more than 1,100 air strikes, two aircraft carriers, B-2 bombers — the Houthis inflicted significant damage: they shot down seven MQ-9 drones (worth $30 million each), put state-of-the-art fighter jets at risk, and forced an operational cost of more than $1 billion in 30 days. Senior US advisers warned that continuing the operation compromised military readiness in the priority Pacific theater, and Trump was forced to withdraw, declaring a false victory, while the Houthis declared their victory and launched a humiliating missile attack on Israel’s airport.

But it is on the heroic soil of Palestine that the paper tiger nature of US imperialism and its Zionist lackey is fully exposed. Its most brutal “hard power” crashes against the iron will of a people. Israel, the US attack dog, has unleashed unprecedented devastation, with more than 70,000 martyrs watering the Palestinian soil with their blood. However, it has failed to defeat or divide the Palestinian National Resistance Front, nor has it been able to divide the Palestinian Armed Forces from its heroic people who resist and, as an act of war, refuse to abandon their land despite famine and vile genocide. The Resistance has grown its roots in the hearts of the masses, as demonstrated by the Palestinian Center for Political Research survey, which shows an increase in support for Palestinian resistance organizations.

In Brazil, the peasant war is sprouting and expanding, pitting poor peasants, indigenous peoples, and quilombolas against paramilitary latifundios. This struggle, which is tending to take on greater proportions, points toward the Agrarian Revolution as a concrete basis for the future development of the People’s War. Meanwhile, the People’s Wars led by Marxist-Leninist-Maoist parties in India, Peru, Turkey, and the Philippines are developing in a complex situation, defeating successive counterrevolutionary encirclement and holding high the banner of the People’s War.

The oppressed peoples and nations are showing they are the center of the world proletarian revolution, an expression of the principal contradiction between imperialism and the oppressed peoples and nations. The heroic Palestinian National Resistance and the perseverance of the People’s Wars clearly express the two forces of the world revolution: the national liberation struggle and the international proletarian movement. The final victory over imperialism and the advance, through New Democratic Revolutions, Socialist Revolutions, and Proletarian Cultural Revolutions, toward golden communism depends on the fusion of these two torrents.

Opportunism and Revisionism: the necessary struggle against liquidationism and capitulationism is embodied.

Reformists and revisionists are the essential supporters and allies of imperialism and reactionaries.

They attempt to transform the accumulated rage of the international proletariat and oppressed peoples against the reactionary system into methods of struggle within the system, and they strive intensely to ensure that the reactionaries can restore their own existence in a manner appropriate to the circumstances.

As a recipe, the opportunistic “false left” in Latin America acts as a safety valve for imperialism, the big bourgeoisie, and the landlords, they set up reactionary governments that govern in conciliation with the sworn enemies of the people, promoting capitulation and disorganization, pushing bureaucratic capitalism and projects subservient to the imperialists and landlords, and in fact pave the way for the return of the so-called ‘far right’. In Chile, Gabriel Boric channeled the revolutionary energy of the Social Uprising into a constitutional process aiming to perfect the old State, only to then implement the economic agenda of the big bourgeois, paving the way for a strengthened return of the so-called “far right” that openly defends the Pinochet dictatorship.

The process of reconciliation of the Kurdistan Workers’ Party (PKK) in favor of the Turkish state, repeating its open attacks on Marxism and its misleading self-proclaimed “democratic confederalism” led it to a negotiation process with elements of capitulation: self-dissolution, a unilateral ceasefire, and the symbolic destruction of weapons, begging for an impossible peace from a fascist Turkish regime that only responds with greater repression and mockery. This case demonstrates in a bloody way that renouncing the armed struggle and laying down arms is a direct path to defeat, betrayal, and the liquidation of the national liberation struggle.

While imperialism attacks from outside, its representative in the organizations of the proletariat, revisionism, poisons from within, acting as a fifth column within the revolutionary ranks themselves and within the vanguard of the class, the Communist Party. The struggle waged within the Communist Party of India (Maoist) is a crucial and instructive example. The revisionist clique of Sonu and Satish, following Balraj’s liquidationist line, acted as a reactionary force within the movement. They openly propagated capitulationist positions that denied the path of Protracted People’s War in India, questioned the line of New Democratic Revolution by denying the semi-feudal character of India, and attacked the Party leadership as “leftist” and “militarist” and denied the New Democratic Revolution and the Path of People’s War. As denounced by the CPI (Maoist), these revisionists operated with the full support of the reaction. The heroic sacrifice of Comrade Basavaraj and other members of the Central Committee was also a decisive blow against this capitulationist and treacherous line.

Therefore, the struggle against imperialism is inseparable and indissoluble from the struggle against revisionism. As the contradiction between revolution and counterrevolution sharpens, the ideological battle becomes more fierce, necessary, and bloody. Opportunists and revisionists are the most refined weapon of counterrevolution. Intensifying the ideological struggle and clearly demarcating Marxism-Leninism-Maoism from revisionism, demarcating the path of People’s War and revolutionary war from the path of capitulation and liquidation are urgent tasks. Only by deepening the two-line struggle can the international Communist movement develop and oppose our offensive to the counterrevolutionary offensive of imperialism, reaction, and revisionism.

Arm ourselves and arm the masses with the strategic concept: The imperialists and all reactionaries are paper tigers.

The international proletarian movement and the national liberation movement still suffer from relative dispersion and a low level of organization of the popular masses and of the construction of their vanguard, which also still suffer from the persistent influence of revisionism. In more and more countries, new organizations are being formed that are fighting to form the vanguard party and are joining the ranks of the ICM. Although the subjective forces for the Revolution are still relatively weak and small, the proletariat has its most powerful weapon, Marxism-Leninism-Maoism, with vanguard organizations in formation and in struggle for power, in the heroic people’s wars, and therefore, in the midst of a period of great development of the revolutionary situation, they can advance by leaps and bounds.

Strategically, considering the whole, revolutionaries must despise the enemy, dare to fight against him, and dare to win; at the same time, tactically, considering each part in itself and in each concrete struggle, they must take the enemy seriously, seek to isolate and annihilate the enemy step by step. This thesis is a fundamental strategic concept of the revolutionary people. Moving from a small and relatively weak force to a strong force is only possible in a protracted process of struggle, amid the step-by-step annihilation of the enemy, and it is only possible with a powerful ideological fortitude to launch into combat and confront an enemy that multiplies and deepens its weaknesses as it also becomes more monstrous and cruel. It is the task of communists to ideologically arm the proletariat and our people with this wisdom, to strengthen their confidence in victory and in the need to dare to fight and dare to win.

This situation not only reaffirms that the objective conditions for revolution are maturing day by day, but more importantly, it poses a great task before us. Lenin laid the foundations for the strategy of world revolution to undermine imperialism, uniting the national liberation struggle with the struggle of the international proletarian movement. Today, all communists united under the banner of Marxism-Leninism-Maoism have the historic responsibility to take up and develop this strategy in the concrete conditions of today. The central problem of the subjective forces becomes the urgent need for today’s communists to build the three instruments of revolution: the Communist Party, the Revolutionary Army, and the United Front. And among these, the main and decisive task is the construction and strengthening of the Marxist-Leninist-Maoist Communist Party, in a life-and-death struggle with revisionism and capable of leading and uniting the national liberation struggle with the struggle of the international proletarian movement.

The International Communist Movement and the International Communist League.

In these current circumstances, the role and importance of the ICL are evident. The need of the international proletariat and the oppressed peoples of the world for the leadership of the MLM Parties is imperative both nationally and internationally. New generations of revolutionaries in all corners of the globe are swelling the ranks of the international proletarian army, propelling a revived International Communist Movement, within which a section has stepped forward to form the International Communist League.

The ICL took a historic step toward creating a unified international force to serve the World Proletarian Revolution. Its establishment as a leading center, based on the defense of the ideological, political, and organizational principles of MLM, on democratic centralism, was not only the overcoming of the disappearance of the RIM, but the greatest achievement of the struggle of communists for their reunification in the last five decades. This great leap forward was the result of the elevation of the two-line struggle in the years and decades prior to its founding, which established a clear line of demarcation between Marxism and revisionism, in which the proletariat achieved unity based on the defense of three basic axes: the defense of Marxism-Leninism-Maoism, the struggle against revisionism, and the World Proletarian Revolution.

The ICL won victories in these three years, consolidating a Maoist leadership in the ICM that creates favorable conditions for the development of the organized two-line struggle. It brought the seed of Marxism-Leninism-Maoism to new corners of the planet, supported the formation of communist parties, helping young parties to mature and deepen their ties with the masses, contributed to the development of the anti-imperialist struggle, and advocated for the elevation of anti-imperialist organization; that is, it served the development of the subjective forces of the revolution and to uphold, defend, and apply Marxism-Leninism-Maoism.

This historic step is still incomplete. The red banner of Unite under Maoism! is the powerful slogan that must guide the struggle for the reunification of the entire ICM, to sweep away revisionism and impose Marxism-Leninism-Maoism. Chairman Mao taught us that the law of the unity of opposites is the internal motor for the development of all things and phenomena, which is why we are supporters of active ideological struggle, in the spirit of unity-struggle-unity. In this context, the current divergences in the International Communist Movement are of great importance. They encapsulate the fundamental problems of the revolution today, which is why the ICL needs to launch a new offensive in the two-line struggle within the ICM.

The ICL takes on the task of serving to develop more broadly and deeply the struggle between Marxism and revisionism, between left and right, in order to sweep away, piece by piece, the giant heap of trash accumulated by the weight of counterrevolution, by the action of revisionism and all opportunism on the international proletarian movement. Without this, it is impossible for the proletariat to launch a powerful international anti-imperialist movement. This struggle is at the same time the necessary condition for arming the proletariat for the new historical challenges.

The unity of communists at the international level is a complex, difficult, but great task! The unification of communists worldwide is essential to prevent imperialist world war or, if it is imposed, to fight it with revolutionary war. The international unity of communists is necessary to separate Marxism from revisionism, to unite us under the ideological and practical line of Marxism-Leninism-Maoism so that Maoism becomes the command and guide of the WPR. The international unity of communists is essential to merge the national liberation movement and the international proletarian movement under the hegemony of the proletariat and to make a leap in the correspondence between the degree of development and forging of the subjective forces of the revolution and the objective conditions. As the great Lenin showed us by bringing together the small and relatively weak international communist movement in Zimmerwald to prepare the subjective forces for the battles that lay ahead and to break away from the opportunism and chauvinism of the Second International, or as the great Stalin did in the 1930s by summoning forces that were also relatively weak and small to accelerate their preparation for the heroic wars that followed in the 1940s. In these objective and subjective conditions of the world situation, it is more than ever on the agenda and an urgent and fundamental necessity, serving the development of subjective forces and a precondition for them to develop by leaps and bounds as the objective conditions in the world allow. The only path for the proletariat, the masses, and oppressed peoples is struggle, and the most powerful tool is organization. The organization in each country of Communist Parties that prepare or develop revolutionary wars, people’s wars. The international organization of the proletariat, to unite part by part the entire International Communist Movement under Marxism-Leninism-Maoism.
