The contract was signed in 2009 and resulted in a loss of 16 million dollars for the Peruvian State. Today the same scenario of general crisis continues to occur in the old State with the actions of the PCP that continue to occur.

The image of Zionist mercenaries helping to fight communist revolutionaries in the Amazon jungle is not very common, but that is what happened less than 20 years ago, when the Peruvian government hired the Zionist company Global CST to try to deal with the influence of the Communist Party of Peru (PCP) in the Apurimac, Ene and Mantaro River Valley (VRAEM) and, in the end, left with an overwhelming loss.


The contract was signed in 2009, after the then Minister of Defense, Flores Aráoz, met in Lima with the Zionist general and owner of Global CST, Israel Ziv, a meeting mediated by the former Minister of Health and Housing of Peru and then also an official of the company in question, Hernán Garrido, who also participated in the conversation. The next day, Ziv met with the head of the Joint Command of the reactionary Armed Forces, Francisco Javier Contreras Rivas, who went on to lead the negotiations.


At the time, Global CST was already operating in Colombia, ostensibly to combat the Revolutionary Armed Forces of Colombia (FARC). It also operated in Panama and Honduras.


Contract details vary depending on sources. A confidential telegram from the Yankee embassy in Lima, signed by diplomat Peter McKinley and sent directly to the North American Secretary of State as a means of monitoring the situation, reports a payment of 9 million dollars. The Inter Press Service news agency reported a contract worth $10.6 million with tax exemption and other benefits, raising the price to $16 million.


The project was quite ambitious. Ziv “committed to helping Peru defeat the SL [Sendero Luminoso] in the VRAEM once and for all,” focusing on “training elite special operations forces to strengthen intelligence networks, while joint Peruvian forces will prioritize the elimination or capture of SL leaders,” according to the cable.

The people had “nostalgia” for the PCP


The contract did not come out of nowhere. In fact, the reactionary state of Peru and the United States (US) were tormented by the possibility of a new strengthening of the PCP.


The PCP began the process of the Peruvian Revolution in 1980. Between 1983 and 1988, the party carried out more than 17,500 guerrilla actions and, with the advance of the revolutionary war, organized at least 20,000 combatants and conquered the New Power in more than 40% of the country. In the areas where the power vacuum of the reactionary State originated, clandestine and open Popular Committees and popular militias were organized, in addition to other guerrilla units, to exercise political power and prevent the entry of forces of repression. In 1992 it suffered a major setback with the arrest of the Party leadership, President Gonzalo and other leaders, which was only possible thanks to the collaboration of the Peruvian State with the United States, paramilitaries and traitors.

In 2009, however, the Party continued to function and its notable persistence in combat and apparent growth became a concern for the United States. The Yankee telegram reports on the acquisition of weapons, armed actions against soldiers – such as the execution of a soldier and wounding of four others in the VRAEM on November 5, 2009 – and the growth of the popularity of the PCP in the midst of the political crisis of the then government of Alan García.


"According to Peruvian Army sources, most analysts believe that SL in and around VRAEM is a growing threat. For example, the terrorist group has likely gained firepower in recent years, fueled primarily by weapons stolen from security forces in recent attacks."


“Other [contacts] told us that widespread corruption among local politicians made some people nostalgic for the time when the SL killed corrupt politicians as a warning to others.”


“Several observers claimed that, faced with severe shortages of opportunities in the areas of education, health and employment, disaffected residents voluntarily joined local defense fronts – whose leaders often have ideological ties to the SL – in strikes and protests,” the reading concludes.

The agreement with the mercenaries became a national shame.


Despite the promise to “end the PCP once and for all,” the mega-operation failed and caused million-dollar losses to the Peruvian government. There are no details of what exactly happened, but there is consensus that the objectives were not achieved. Furthermore, the exorbitant expenses were used by parliamentarians who had their own interests in burning the current government, which is why the Peruvian Congress itself opened an investigation into the contract in 2013.


The first to be questioned were Hernán Garrido, Francisco Contreras, Ántero Araóz and his successor in the position of Defense, Rafael Rey. The commission promised to open a formal criminal investigation against at least 20 former employees, civil and military, of the García government, for the loss of 16 million dollars in an irregular contract. Another target was the retired vice admiral and former inspector of the Ministry of Defense, Carlos Tubino, who since then and until today has been a member of the Fuerza Popular party, like the current president of Peru, Keiko Fujimori.


In August 2019, the Congressional Oversight Commission approved the final report on the case. Described as “lukewarm” by the newspaper Perú21, the document did not attribute any responsibility to the military, but recommended “greater care in the contracts to be executed, demonstrating greater zeal in compliance with the State Bidding Law.” The report also cites a loss of 40 million soles (Peruvian currency; equivalent to R$ 61.2 million).

The terrifying scenario for the reaction remains the same in Peru


In addition to the financial losses, the reactionary state of Peru did not achieve its objectives and the situation reported by the US in the telegram – a worrying scenario for the reaction – remains the same, if not worse.


The political crisis is widespread. Since 2018, the country has had seven presidents: Pedro Pablo Kucynski, who resigned shortly before being accused of corruption; Martín Vizcarra, who took over as Kucynski's successor and was de facto accused; Manuel Merino, who took over as head of Congress but lasted only five days before resigning due to popular pressure and violent protests; Pedro Castillo, who won the electoral farce, but was politically isolated and, when he was about to suffer a third impeachment vote, dissolved Congress as a form of attempted self-coup, but ended up arrested; Dina Boluarte, who took office in 2022 as Castillo's vice president, but faced strong popular rejection and was removed by impeachment following corruption scandals; José Jerí, interim president who governed during the short transition period after the fall of Boluarte, but was removed by impeachment; and Keiko Fujimori, current president.


As a result, more than 90% of the population rejects government bodies and traditional parties and protests have become routine.


The economy is also doing poorly: poverty reached 25.7% of the country's population in the first half of 2026 and informality reached 71.4%.


In 2019, also as a result of the general crisis, the same Alan García who hired Zionists to put an end to the PCP committed suicide just when the police were going to arrest him for his involvement in the Odebrecht case.


Popular explosiveness and the PCP, on the other hand, remain active. In 2024, 16 towers were blown up in a short time by miners angry with the exploitation of imperialist mining companies. In an attack that occurred on April 5, a senior official of the Poderosa company was killed and two others were injured.


At the end of last year, the reactionary Peruvian press reported new clashes between the guerrilla of the Popular Liberation Army (EPL), led by the Communist Party of Peru (PCP), and the military forces of the old Peruvian State. The official statement from the VRAEM Special Command, of the repressive forces, reported that those responsible for the revolutionary action were the revolutionaries known as “Laura”, “Maruja”, “Cenia” and “Anselmo”.



Laura is the same PCP activist who, in 2012, after the intervention of the Zionists, spoke about the fight for the Reorganization of the PCP in an interview published five years later by the New Peru New Democracy Association, based in Hamburg, Germany.



In April of this year, several messages supporting the popular war led by the PCP were found on the walls of schools in the towns of Maza and Casaguay, in Huarmaca, Piura Region. The graffiti cheered President Gonzalo and communism and promised to apply the “punishment of popular justice” to police informants who did not leave the town.



Perhaps that is why President Gonzalo's work has not yet left the minds of the Yankees, which is why the PCP is among the organizations classified as "terrorists" on the list recently released by Donald Trump.
