Proletarians of all countries, unite!

Reaction is bound to fall, and the People’s War in India is bound to triumph!

The revolutionary army is needed because great historical issues can be resolved only by force, and, in modern struggle, the organization of force means military organization.

we may say that only with guns can the whole world be transformed.

As comrades knows, our comrades of the Communist Party of India (Maoist), the People’s Guerrilla Liberation Army and the Revolutionary Mass Organizations and the Revolutionary People’s Committees led by the Party, are currently engaged in developing a counter-campaign to defeat the encirclement and annihilation campaign called “Kagar”. This heroic undertaking is righteously at the center of attention of the International Communist Movement as a whole, and no one can be indifferent to it. As we have taken a stand before: Today, for the communists in the world the Communist Party of India (Maoist) represents the three great red flags that separate the wheat from the tare in the International Communist Movement. 1. The defense of Marxism-Leninism- Maoism against revisionism. 2. The path of the People’s War against the path of the peace accords, the conciliation and capitulation. 3. The flag of the New democratic Revolution, the Peasantry as the base of the anti-imperialist struggle, against those that deny the semi-feudal character of the countries oppressed by imperialism. (Let’s Celebrate and hold high the 20th anniversary of the foundation of the glorious Communist Party of India (Maoist), ICL, September 2024)

Today we, the International Communist League, reaffirm this stand and with it as our starting point, declare our stand on the current situation.

When the masses rise, the collapse of the old order accelerates.

The last wave of popular uprisings spearheaded by a new generation of rebel youth in the Oppressed Nations, that started in Indonesia and have shaken Nepal, the Philippines, Peru, Madagascar and Morocco, and continues to unfold even more, is a mighty manifestation of Power of the Masses – when they arise the Earth shakes, the skies thunder and the Old Order crumbles. The growing and ever more combative anti-imperialist movement in the Oppressing Nations, propelled by the profoundly inspiring heroism of the People of Palestine in its unbreakable National Resistance against US-imperialism and the Israeli butchers, shows that the proletariat in the citadels of the self-proclaimed rulers of the world have awaken from its lethargic slumber and with renewed force prove it is worthy of its own glorious traditions. In this most recent period, the struggles of the proletariat and the peoples of Ecuador (the ongoing shutdown) and France (the September-struggles), with the obvious difference between them, stands out for being movements with an important influence of the communists in decisive areas and sectors of the broadest and deepest masses and a much less spontaneous character. The world is not at peace, it never was, but it gets more and more agitated by great mass-struggles, who as heralds of the new dawn confirm once again that revolution is the main tendency. The revolutionary situation in uneven development in the world is manifested powerfully.

The whole capitalist system, in its final and last stage, imperialism, is in general crisis that is accelerating. The war-mongering of the imperialist, particularly impulsed by the efforts of US-imperialism to halt its own decline and its thrive to regain lost positions, are generating a massive boost in the militarization of the imperialist States. Reaction all along the line, increasing tendency towards fascism and a massive deterioration of the labor and living conditions of the Masses, not seen in this manner in decades, are the reality all over the Planet. In a world in which the most appalling luxury exists, 673 millions are malnourished and 2,6 billions persons can not afford food adequate for humans.

Most critical is the situation in the Oppressed Nations, where the crisis of bureaucratic capitalism is multiplied by the impositions of the institutions of imperialism and the blunt aggression, as in the Caribbean (Venezuela, Colombia, Haiti etc.) where US-imperialism openly violates every law that have ever existed in regard to the sovereignty of States. The struggle among the imperialist over the control of markets and raw materials, “zones of influence”, colonies and semi-colonies, that is what makes up the contradiction among the imperialist, the inter-imperialist contradiction. When this contradiction sharpens, the imperialist must tighten their grip on “their” colonies and semi-colonies, to drive out their competitors, impose order of the bayonets and full loyalty of their lackeys, and so this also sharpens the contradiction between imperialism and the Oppressed Nations and Peoples.

In the current world situation, there are three fundamental contradictions: the contradiction between bourgeoisie and proletariat, the contradiction between the imperialists (inter-imperialist contradiction) and the contradiction between imperialism and the oppressed Nations and Peoples. The principal contradiction is the contradiction between imperialism and the oppressed Nations and Peoples. This contradiction plays the leading and decisive role, this must be firmly grasped and then, as Chairman Mao said, all other problems that we have to analyze are “easily solved”.

The increased development of the National Liberation Movement of the Oppressed Nations and Peoples, highlights the need of the merging of it with the International Proletarian Movement. This implies, in other words, that Marxism-Leninism-Maoism and not any other ideology must guide the worldwide struggle against imperialism and reaction, which demands a all-out struggle against revisionism and opportunism. This is the task of the Communist Parties and demands that these through positioning themselves at the forefront of the struggle, by taking up the gun developing People’s War, in the midst of the merciless confrontation between revolution and counterrevolution construct a might Anti-imperialist Front. We Maoist knows very well that without a People’s Army the People have nothing.

The proletarian vanguards in arms in the Oppressed Nations, the Communist Parties leading People’s Wars, in this situation plays a crucial role for the development of the struggle against imperialism, for the development and the future triumph of the world proletarian revolution. These Parties constitute the forward detachments of the growing army of the oppressed and exploited, the ones who shows the way by storming the heavens. They are the ones who are the vivid examples of the merger of the proletarian movement with the national liberation movement under the guidance of Marxism-Leninism-Maoism. In this sense the importance of the Maoist led People’s Wars goes far beyond their national repercussion, they are decisive for the struggle for the triumph of Communism in the whole world.

Not only we know this, the enemy is even more aware of this than many self-proclaimed “revolutionary communist”. Accordingly the imperialist and reactionaries, particularly US-imperialism who still fulfill the role as the world gendarme of counterrevolution, employs vast efforts to suppress with blood and fire the People’s Wars.

Revisionism and opportunism, as the miserable servants of the exploiters that they are, also play their part, one that are more dangerous than any other weapon in the arsenal of counterrevolution. These disgusting creatures and ideas infiltrate the ranks of the anti-imperialist and revolutionary movement and they try to usurp the leadership of the Communist Parties by malicious intrigues of every kind and do not hesitate to collaborate in all regards with the political police and assassination enterprises as the CIA and alike. In some cases they gain temporary successes, as in the case of the betrayal of Öcalan and the liquidationism of the PKK against the aspirations of the Kurdish People for the right to national self-determination or in the cases where they could divide the anti-imperialist movement by putting one part of the National Resistance Front in Palestine against another.

It is in this general historical and political context of struggle between revolution and counterrevolution we must see the epic battle that our comrades in India is fighting currently.

“Operation Kagar” will fail, the CPI (Maoist) will prevail

The “Operation Kagar” unfolds as a strict application of the sinister strategy of the so called “Low Intensity Conflict” (LIC), developed by US-imperialism. It is particularly evident that in “Operation Kagar” the lessons learned by the US-imperialists in the fight against the People’s War in Peru are being applied. This is a confession in practice of how dangerous the imperialist and reactionaries consider the People’s War in India to be, the furious bloodthirsty campaign of the enemy is an expression of their fear of the strength of the revolutionary movement.

The strong centralization in the hands of the Central Government and the unification of Command Structures of the Police, Secret Services and Army, combined with a full onslaught on any form of opposition from intellectuals, progressives and even parliamentarian Parties (even the Congress Party have been accused of colluding with “Urban-Naxals”!), assures that full Power of the Old Bureaucratic-landlord State can be directed against the revolutionary movement. The Army leading the military campaign directly, the use of aerial bombardment, “Special Forces” leading the bulk contingent of para-military and police forces. The draconian persecution, with torturer, rape and abduction/”disappearance”, against democratic organizations that previously could operate relatively freely, to silence the re-transmission chains of the Party and generate a social climate dominated by the white terror. The use of a system of “safe villages” (in effect Concentration Camps) and “Forward Operational Bases”, with Military bases in the center of a “carpet-control security system”. The use of “Civil Action Programs”,”friendly policing”, trying to “buying over” the masses by taking advantage of their poverty by distributing goods. The efforts to make the disinformation campaign, as part of the psychological warfare, to reach every remote village (CRPF distributing tens of thousands radios in Bastar). The policy of mobilizing the goons of the landlords, renegades and forced masses into counterrevolutionary militias (like the “District Reserve Guard”), to making Masses to fight the Masses. Massive programs for traitors and renegades, with amnesty and economical “compensation” for those who “repent” and “join the main stream”. A centralized media covering, where the loses of the Forces of the Old State are covered up but their “successes” blown out of portion, intensive coverage of renegade cadres and images of “mass surrenders” (not seldom staged).

All of this, that today are happening in India are very similar to what the US imperialist applied in Peru in the beginning of the 1990s. As the Indian comrades have stated: “The counter-insurgency programs in India are directly guided by the imperialist forces, especially the US imperialists. In the formation of NationalCounter-Terrorism Center (NCTC) and the ongoing operation Kagaar, the role of US imperialists is paramount.”

The US imperialists and their Indian “partners” follows a long-term Plan. They do not improvise. They have studied the CPI (Maoist) for a long time and they know that the Communist Party can only be dealt severe blows when they have been able to infiltrated it or/and gained collaborators in its ranks. It is a part of the LIC- strategy to try to divide the insurgent force and for this the reactionary force try to intervene actively in its internal life. Particularly important leaders are assassinated or detained and the known rightist are left alive. The General Secretary comrade Basavaraj gave his life for the continuation of the People’s War until victory, His heroic resistance to his last breath against the attack of the enemy, together with the more than 20 leading cadres who refused to give up, was a powerful example given by a communist conscious of his role of leading the Party in and providing guidance to the People’s War, while “Sonu” who preaches capitulation still lives – there are no coincidences in Politics. Just as the revolutionaries try to exploit to the maximum the contradictions in the enemy camp, so do the reactionaries.

Chairman Mao Tsetung teaches us that the internal factors are always determinant and in those moments of higher sharpening of the struggle between revolution and counterrevolution, when important hardships or blows are suffered, the tendency toward capitulation emerges. Initially it emerges as ideas and conceptions and soon they can evolve into a revisionist line and treason and collaboration with the reaction. The Central Committee f the CPI (Maoist) denounces and rejects the clique of Sonu who have betrayed the Party and revolution. The renegade Sonu was the representative of the tendency toward conciliation, capitulation, of unilateral thinking, and fear of death, clashing against the principles of the Party and of Marxism-Leninism-Maoism. Resorting to the old worn out arguments, he accuses the CPI (Maoist) of ultra-leftists, of “rejecting legal struggle”, to go against the principle of the omnipotence of the revolutionary war, of protracted people’s war, and in the end against the military line of the CPI (Maoist). As the CPI (Maoist) has denounced, in the political foundation of Sonu’s revisionism, there was the negation of the semi-feudal character of Indian society, that the principal contradiction had changed into the contradiction between the proletariat and the bourgeoisie, trying to liquidate the New Democratic Revolution and the People’s War.

Sonu and his clique opposed the two-line struggle, opposed the Party’s democratic centralism, to lead a conspiracy aiming to divide the Party. It became evident that such positions and arguments against the principles of the Party were an excuse to attempt to liquidate the Party, to capitulate from the People’s War and soon join the ranks of the counter-revolution and start handing over the precious arms of the Party to Counter-revolution.

The Central Committee of the Communist Party of India (Maoist) points out:

“The conciliatory tendencies that Sonu and Satish have nourished for decades gradually transformed into conciliation, with Operation Kagaar, this conciliatory opportunism was transformed into treason and counterrevolutionary action. We could not correctly evaluate this development in time. As a result of this failure, both of them used their leadership positions to make serious damage to the revolutionary movement. We inform the revolutionary camp that we will revise this failure and draw the necessary lessons. (…)

Even if Sonu and Satish surrendered today and another one surrenders tomorrow, we promise the people that our Party will never surrender to the enemy. As long as there are classes, class struggle – in its highest form, the People’s Wars – will continue; this is a historical rule. The surrenders cannot change this rule. Therefore, even in temporary setbacks, we shall advance with great trust and courage in the struggle for the progress of the revolutionary movement. The final victory will belong to the people.”

Historical experience teaches that the enemy resort to revisionist, opportunist and treacherous elements to attempt dividing the Party. This is a fundamental element of the LIC-strategy: The enemy do everything it can to generate confusion, so that the revolutionary forces start to have doubts, because who is doubting lose the initiative. Without initiative the People’s Army can not apply active defense, it becomes relatively passive and can be annihilated.

There are two ways to defeat a Guerrilla Army, to separate it from the Masses or decapitate it by liquidating its leadership; in essence that is: the reactionary force need to destroy the leadership of the Communist Party to cause a temporary defeat of the People’s War, because it is the correct Marxist-Leninist-Maoist leadership of the Party that guarantees the unity between the Revolutionary Army and the Masses.

The communists across the world must forcefully smash all those attacks by the enemy and close ranks with the Communist Party of India (Maoist), led by the Central Committee elected by the Party Congress and who applies the Party Line as established by the it. Anyone who do not subject to the fundamental documents of the Party and its discipline, have no right to claim to be a member of the Party. That is how a Communist Party works, it is a question of principle and everyone who have the most elementary knowledge of Marxism-Leninism-Maoism must know that.

The basic line of the Communist Party of India Maoist, the path to follow for the Indian Revolution, the Protracted People’s War, to Conquer the Power in the whole country and culminating the New Democratic Revolution and after that advance the Socialist Revolution and march towards Communism – as established by the Party Congress and the Basic Documents – is correct without any possible doubt. This is the only Marxist-Leninist-Maoist line and any other line is revisionist treason. Whatever the Central Committee of the Party may concluded after the comrades have been able to sum up the experiences of the current period, whatever possible adjustments the will undertake regarding questions on tactics and application, nothing will change this.

Every temporary set-back, as losing a Base Area, the reestablishment of Power of the Old State in some areas where there the Revolutionary People’s Committees existed, is nothing strange to Maoists. The Base Areas are fluid in essence, as an expression of the form that in which People’s War develops, through a process in which the two competing sides, revolution and counterrevolution, tries to encircle and annihilate each other until the final victory of the revolution. The People’s War in China developed in that way and so have every People’s War that have been fought until today developed. Under the absolute leadership of the Party, the PGLA will mobilize, politicize, organize and arm the Masses and the New Power will flourish again, regaining lost areas and conquering new ones.

The International Communist League stand firmly, shoulder to shoulder, with the CPI (Maoist), the People’s Guerrilla Liberation Army, the Masses of the Revolutionary Front in the countryside and in the cities, under the banner of Marxism-Leninism-Maoism, the banner of People’s War, and reject and condemn any attempt to spread confusion, pessimism and capitulation. We are fully convinced that our comrades in India, led by the Central Committee, will defeat the LIC-strategy by developing more People’s War. Nothing can defeat the Power of the organized Masses, and the under the leadership of the proletarian vanguard of the Indian revolution, the glorious CPI (Maoist), the People of India will continue to sweep away Imperialism, Bureaucratic Capitalism and Semi-Feudalism with People’s War, it will victoriously culminate the New Democratic Revolution conquering Power in the whole country and it will build Socialism and, with Cultural Revolutions, march ahead to Communism together with the rest of Mankind. This the fulfillment of the Laws of History, it is a expression of the very Law of movement of Matter – the traitors can say what they want – it is a Fact.

Revisionism is the main danger in the International Communist Movement

The revisionist positions of the renegade Sonu and his clique and his betrayal are not an exclusive phenomenon from India; they are also an expression of revisionist positions existing in the ICM, where there are open and concealed advocates of the Renegade Sonu. This is why we must assume the lesson from the events and to take what happened with Sonu’s clique of traitors as an important warning for the ICM and a calling to raise the combat to revisionism and all opportunism, and particularly against the capitulationist and traitorous tendencies. Closing ranks with the CPI (Maoist) is to combat the followers of Sonu in the ICM, sweeping away all the revisionist and opportunist positions that converge with his positions.

The ones who are propagating the negation of the character of the Oppressed Countries as being semi-colonial and semi-feudal countries, in which bureaucratic capitalism evolves, be it by raising old slogans of the Trotskyites about “dependent capitalist countries” or the Kautskyian theory of “new imperialist countries”, always feed as brawling dogs by their imperialist masters with “new economic data” that obscures, for petty-bourgeoisie wannabee “intellectuals” without strong roots among the Masses, the relations of exploitation and the economic relations of imperialism, are true agents of the bourgeoisie. The main force of the world proletarian revolution, in its current phase of development, is the New Democratic revolution led by the proletariat through its Communist Parties, and this is precisely what revisionism want us to loose sight of, as always invoking “new conditions” and accusations of “ultra-leftism”.

In the world today, we live in moments of historical acceleration when the communists across the world are being called to engage in great battles to put themselves at the forefront of the events and to develop the subjective forces of revolution. Chairman Mao taught us that fear is contrary to revolution and only those who do not fear be cut in a thousand pieces unhorses the emperor. Sonu, his fear of death and unilateral analysis, represent the capitulationist spirit opposed to revolution. This is why we make a call to all the ICM to learn from these lessons that the CPI (Maoist) is showing us, once more, that revisionism is the main danger in the International Communist Movement and we must toughen the two-line struggle to combat it in our ranks and to promote the need to fully selflessly hand oneself over to revolution.

It is time to close the ranks firmer then ever with the CPI (Maoist)

It is necessary to strengthen and raise to new heights the support of the international revolutionary and anti-imperialist movement to the People’s War in India. We must be coadjutors in defeating “Operation Kagar”.

Over the last two decades the CPI (Maoist) have been a source of strongest inspiration to the communist and revolutionaries all over the world. As a matter of fact, many of the proletarian revolutionaries of the new generations that now are playing a decisive role in the struggle to rebuild the anti-imperialist and revolutionary movement in many countries, and are giving valuable contributions to the struggle for the reconstitution of the Communist Parties, were won over by the Maoist vanguard through the power of the impression of the revolutionary transformation of reality through the People’s War led by the CPI (Maoist), a process similar to the one in which Chairman Mao said that the salvos of the cannons of the October-revolution brought Marxism-Leninism to China. Even taking this fact alone, would be enough to prove the importance of the new democratic revolution unfolding in India for the world revolution. But of course, the importance of the development of the revolution in the most populous country in the world is far greater than that. The weight of the Masses decides the final outcome of the war to defeat imperialism, our progress or regress in India hence is decisive for the relation of forces between revolution and counterrevolution in the whole world. As proletarian internationalist we have a solemn duty to stand rock-solid at the side of our comrades in India, we must continue to do so with a firm conviction that what are at stake is the pace of development of the world revolution.

We must redouble our efforts to develop the international campaign to support the People’s War in India. We must not allow the nefarious plan of imperialism, as part of its LIC–strategy, and the Indian reactionaries, with the help of renegades and traitors, to spread confusion and pessimism to succeed. We must unmask the psychological warfare of the enemy by raising the consciousness of our own forces and the Masses in general with the truth of Marxism-Leninism-Maoism, developing our ideological and political counter-offensive. We must rush to battle on every front to fight of all attacks on our India comrades. We must fall the imperialist in the back and do all we can to sabotage their plans. We must unite everyone who can be united to serve the defeat of “Operation Kagar” – and the LIC-strategy in general – for the victory to the New Democratic Revolution in India through its only path, the People’s War.

We call upon the Communist Parties and revolutionary organizations, the anti-imperialists of the world and everyone who stand against reaction to advance rapidly in the construction of the anti-imperialist front, by struggling to channel the growing anti-imperialist sentiments and protest of the Masses into one mighty current of belligerent action, with the People’s Wars as it core. This process now must take a leap, what we have done until now are not enough. The Marxist-Leninist-Maoists in every country must make all necessary efforts and adjustments to unfold their activity in this sense. We, the International Communist League, will fulfill our role with ever more resolve and determination.
