IN COMMEMORATION OF THE 75TH ANNIVERSARY OF THE CHINESE REVOLUTION, after these introductory lines, we publish the document of the Central Committee of the Communist Party of Peru, of the Intervention of Chairman Gonzalo at the meeting of leaders and cadres on the occasion of the 40th Anniversary of the Chinese Revolution, held on September 30, 1989.

 

In this intervention, Chairman Gonzalo highlights what the Chinese revolution entails and the role of Chairman Mao. He tells us that the Chinese revolution calls us to reflect on the democratic revolution, the socialist revolution, the Great Proletarian Cultural Revolution and the restoration and counter-restoration which, in essence, is the permanent revolution, as Marx said, the resounding march of the class to enter communism through the dictatorship of the proletariat.

 

Today more than ever we must uphold that communism is the future reality towards which we march uncontrollably; it is the necessary march towards our final goal but we have to go through very hard stages and processes and each stage contains new, more difficult problems, but we communists have the necessary strength to overcome them starting from having the most powerful ideology. We reaffirm, therefore, that this is the necessary goal of the communists which the class, the proletariat, must reach no matter how many difficulties it has to go through. The problems we see today, the restoration in China and the USSR, do not deny this goal, they only show the long and complex process of the march to communism. Today, when the supposed obsolescence of communism is being proclaimed, let us take up the Chinese revolution and let our Party, as part of the world revolution, serve the goal: communism.

 

Chairman Gonzalo calls on us to reaffirm the great slogan of 1979: To uphold, defend and apply Marxism-Leninism-Maoism, mainly Maoism! (readjusted, then, we called it Maosetung thought); more so today, when they try to deny it, vain dreams! Maoism is the new and the new has never been easily accepted; it has been imposed, in a hard struggle, by the leadership of the proletariat in the revolution under the communist parties. And he emphasizes that without Maoism there would be no people's war and, moreover, this people's war would not be a burning flame that prevails against all odds.

 

Maoism is of importance to the international proletariat and the peoples of the world, and therefore the task of striving to make it the leader and guide of the world revolution remains valid and is a necessity. Let us think of the immense power that Maoism contains, of all the power with which it is capable of arming the proletariat and the people. Chairman Mao said in difficult times to think of our all-powerful ideology, we have Maoism; it was rightly said that the proletariat had the most powerful atomic bomb: Maoist thought, then.

Questions to reflect on and strive to accomplish more as communists

 

I. THE CHINESE REVOLUTION

 

It is evident that it has been a transcendental revolution in humanity for various reasons: one of them because of the immense mass it has mobilized, 400 million at the beginning and in the Great Proletarian Cultural Revolution 800 million; an area of ​​great conflicts at a world level, extensive and based on long struggles of the people, of the peasantry, long-standing peasant struggles, and wars such as the Opium War of the 40s of the last century, for example. In the Cultural Revolution, a long process was assessed, it was said that China has been marked by various struggles that were fought with weapons. On this comes the Communist Party of China (CPC) and Chairman Mao, the third luminary of Marxism, the highest summit. All this has given China very special conditions and what has happened there has shaken the world.

 

Thinking about the democratic revolution; thinking about its essence as a revolution, as the overthrow of one class by another, which is done with people's war, with violence, thinking about this universal law, but today they want to take it for granted. The democratic revolution in China is a paradigm, a prototype of a revolution that goes against imperialism, feudalism and bureaucratic capitalism. The democratic revolution inevitably leads to the second revolution, so the Chinese revolution not only leads us to think about the democratic revolution but about its uninterrupted continuation as a socialist revolution; so without the democratic revolution, the socialist revolution is not feasible in a country like ours. Chairman Mao teaches us that the socialist revolution is a continuation of the democratic revolution; and even more so that, as a cultural revolution, it is the continuation of the revolution under the dictatorship of the proletariat supported by a people's army capable of defending the New State based on immense masses; He has made us see very clearly that the revolution is faced with the construction of socialism, that its construction is extremely complex and requires a long time. Furthermore, Chairman Mao told us that even we communists had not achieved a complete and thorough understanding of the laws of socialism and that this required a long time. He told us that it implies sharp and violent class struggle, that there are two roads that confront each other: the capitalist road and the socialist road, and that it is not defined who will win over whom. Of course, he never doubted that socialism would win in perspective, what he made us see was the sharp class struggle for the dictatorship of the proletariat, in concrete.

 

He taught us that socialism demands support from immense masses: peasantry, proletariat, people, to generate new modalities, to not repeat the old capitalist roads, destroyed by the revolution and which would undo the socialist road; moreover, that socialism would have to generate new forms. He clearly established that the class struggle continues and is very acute, that the center of the struggle is for the dictatorship of the proletariat supported by immense masses. But in addition, the Chinese revolution has demonstrated the need for the Cultural Revolution, that the revolution demanded a relentless struggle but that, in order to continue, the revolution under the dictatorship of the proletariat was necessary. Obviously, the Great Proletarian Cultural Revolution is an epic song of the revolution in the world, a milestone of victory for the communists and revolutionizing them in the world is an indelible fact. Although it must be a process that we must face, that revolution has left us great lessons that we have already applied, such as, for example, the question of changing ideology as fundamental for the class to take power, today generating an ideological leap to conquer power.

 

Apart from these two questions, the Chinese revolution has shown us how the revolution occurs within a process of restoration and counter-restoration (a contradiction with two aspects). No class takes power in one go, but rather restoration is presented; therefore, it must be fought tirelessly to counter-restoration, until, finally, the class establishes itself in power once and for all. On this path, the proletariat has already traversed the greatest stretch.

 

Thus, the Chinese revolution calls us to reflect on the democratic revolution, the socialist revolution, the Great Proletarian Cultural Revolution and the restoration and counter-restoration which, in essence, is the permanent revolution, as Marx said, the resounding march of the class to enter communism through the dictatorship of the proletariat.

The problems we see today, the restoration in China and the USSR, do not deny this goal, they only show the long and complex process of the march towards communism. Today, when the supposed obsolescence of communism is proclaimed, let us take up the Chinese revolution and let our Party, as part of the world revolution, serve the goal: communism.

 

Thus, we have seen what the Chinese revolution and the role of Chairman Mao contain.

 

II. MAOISM

 

This is the decisive question. Chairman Mao teaches that the ideological-political decides everything, and our ideology is only one: Marxism-Leninism-Maoism, mainly Maoism. This is not the time nor is there any reason to sketch Marxism; we are interested in seeing that the ideology of the proletariat as a great reality develops through leaps and stages. Marxism has had a first stage, Leninism a second and a third, the greatest and highest expression: Maoism. Thus, we find as communists that Marxism is an unstoppable force, alive, vigorous, in full development; many fools have declared it dead, but Marxism was later more highly developed, giving a blunt lie to this nonsense; the same was said in Marx's time, similar in Lenin's time and the same today; we cannot be surprised, then, that now there are falsifiers, supposed gravediggers of Marxism. And Maoism is attacked, slyly, sinisterly, because it is the highest conception of humanity. However, it is precisely when we rise to higher stages of the ideology of the communist parties that it is attacked, denied and declared obsolete; but all this hubbub about the supposed obsolescence of Marxism is nothing but, and this is very important, the prologue of a new development of Marxism, as it was when Marx and when Lenin. Maoism is the highest scientific ideology, consequently the highest transforming reality; coming out of matter, material expression, because the spirit is nothing but a form of matter. We have received, then, the highest ideology of humanity: Maoism.

 

We must reaffirm ourselves in the great slogan of 79: To uphold, defend and apply Marxism-Leninism-Maoism, mainly Maoism! (readjusted, then we called it Maosetung thought); more so today when they try to deny it, vain dreams! Maoism is new and new has never been easily accepted; it has been imposed, in a hard struggle, by the leadership of the proletariat in the revolution under the communist parties. For Lenin, Marxism is the tree of life and idealism is nothing but a parasite; thus, today the idealism that they spread is nothing but a putrid parasite, on the other hand Maoism is the living tree of life. We are convinced of the greatness of Maoism; we owe it so much, we would not even be together here, without Maoism there would be no people's war and moreover, this people's war would not be a burning flame that prevails against all odds.

 

Maoism has significance for the international proletariat and the peoples of the world, consequently the task of striving to put it as the command and guide of the world revolution remains valid, it is imposed as a necessity. Let us think of the immense power that Maoism contains, of all the power with which it is capable of arming the proletariat and the people. Chairman Mao said in difficult times to think of our all-powerful ideology, we have Maoism; it was rightly said that the proletariat had the most powerful atomic bomb: Maoist thought, then.

 

So, let us reaffirm Maoism as the most glorious summit.

 

III. NEW COUNTER-REVOLUTIONARY

REVISIONIST OFFENSIVE CARRIED OUT WORLDWIDE

 

It is clear that they are colluding with the darkest world reaction, imperialism, because both converge.

 

Every day it becomes clearer what this new offensive entails; all the sinister and evil of Gorbachev and Teng. The most basic questions are denied; thus, the Chinese revisionists, followers of Teng, claim that capitalism has stages: embryonic, primary, secondary and superior, four stages, and that after World War II capitalism has reached its highest stage; they deny Lenin's central theses on imperialism, and even more say that capitalism is far from being obsolete, that it has sufficient strength to resolve its problems. International press columnists maintain that the world capitalist system, the North American one, is demonstrating the falsity of Marx's theses, that Marx was essentially wrong in that in capitalism overproduction generates crises, that today these crises are manageable, that they do not demonstrate the obsolescence of the system, but at the same time they say that no one could deny that crises are generated by overproduction that could occur; as we can see, they contradict each other, but what interests us is how the Chinese revisionists and the imperialists collude in denying Marxism.

 

On the role of the Church. A businessman from the big bourgeoisie, tied to imperialism, mainly Yankee, says that the Peruvian economic process necessarily leads to a very explosive moment and that, for this reason, they are already applying, together with the Catholic Church, plans to contain this explosiveness; precisely Community in Action administered by Caritas is part of these plans to curb the revolution and traffic in the hunger of the masses. In China today they say that the new role of the Church must be seen, that in socialism it cannot be said that religion is the opium of the people; this is an open denial of Marx, with the story that this was said before, but it was before Marxism gave a scientific explanation of the role of religion. And we also see in this how revisionism coincides with reaction. For us the role of the Church is clear, we have raised it before, differentiating the class interests of the hierarchy and the religiosity of the people; besides, nobody forgets the furious warning of the Pope: "drop your attitude" while blessing the reactionary armed forces; the Pope goes where there are problems and plays a counterrevolutionary role, Poland is another example.

 

Thus, revisionism is showing specific forms in its denial of Marxism, a denial that entails its own death and disintegration.

 

The Party raised that the time would come for the great battle for the defense of Marxism on all levels; That moment has come, the moment to defend Marxism-Leninism-Maoism, mainly Maoism. The question demands that revisionism be studied in depth, as one studies the enemy, because we are at war with it to the death; to study it, to tear it apart, to demonstrate its monstrosity to the whole world. To aim to clarify how Marxism is questioned and denied by revisionism, imperialism and the colluding world reaction.

 

On the economic level, they maintain that capitalism has found the solution to its problems and, consequently, is not heading for its downfall; they want to make the peoples of the Earth, the proletariat, agree that capitalism is eternal. Politically, they also want to stupefy us, to make us believe, stupid people!, that the bourgeois dictatorship is not a system that is heading for ruin, that the bourgeoisie is not obsolete but has entered into its greening, into the perpetuation of the bourgeois dictatorship. Ideologically, they preach the validity of idealism patched with religion, mainly Catholicism, which contains more superstition and deceit, the most reactionary.

 

Armed with Maoism, which is the pinnacle of Marxism, with the people's war, with the Party, mobilizing the tables, we must unmask all these lies and crush them and, above all, serve the advance of the world revolution.

 

IV. THE PCP

 

The PCP is Marxist-Leninist-Maoist, Gonzalo Thought. The Communist Party and the people's war that it leads are proof of the invincibility and vitality of Marxism, of Marxism-Leninism-Maoism, mainly Maoism; consequently, it has a very high responsibility. Therefore, we must develop the people's war so that it shows the full force of the power of Maoism and conquers power throughout the country.

 

The conquest of power will be transcendent because we are in a key part of Latin America that at this moment, in relation to Asia and Africa, is going through the hardest economic, political and ideological crisis, a general crisis with a dark outlook in the coming years; as shown by the fact that while Asia has countries growing at over 9%, in Africa 3%, in backward areas of Europe and in North Africa and the Middle East 2.5%, the countries of Latin America are growing at 1%, which is compatible with a high population percentage.

 

Reflecting on the role of the PCP and what the conquest of power in the whole country implies is of historical significance; the facts show that what the Party has established, for example, that two decades would be joined to the reaction, today they themselves say so. Reflect seriously on the campaign of North American imperialism, Bush says he is going against coca; Peru is the main producer, Bolivia the second and Colombia the third, it is true. But, where is the United States aiming? to develop its counterrevolutionary war in the Andean countries that are the backbone of all Latin America, especially South America; and from this backbone, where is the popular war burning? In Peru, by the leadership of the Party and the action of the masses. Thus, they aim against us; what implication does this have? It leads to the development of the contradiction between nation and imperialism, mainly North American imperialism, without forgetting the other superpower and other powers; it encloses the change of contradiction: Let us not forget that other countries can be used; Within this perspective, the proposal to carry out Brazil's exit to the Pacific through the ports of Matarani and Ilo has serious implications, especially for the South of the country, as well as the denounced policy of the Peruvian State of distancing itself from Bolivia and getting closer to Chile. The Yankee aggression, direct or using puppets, leads us to a war of national liberation; and despite the sacrifice and effort it demands, it will be a magnificent perspective to unite ninety percent of the Peruvian people, at a time when the Party plans to conquer power throughout the country, plus conditions, although very hard, for the triumph of the Peruvian revolution. Imperialism then dreams if it intends to suffocate the revolution in this way; and even though it is an extremely difficult, complex, bloody period, it leads to the triumph of the people, serves the emancipation of the class and the world proletarian revolution; what is decisive is to put Marxism-Leninism-Maoism, mainly Maoism, as the command and guide of the world revolution.
