On Sunday, August 17, 2025, the general elections in Bolivia have been held for the replacement of reactionary authorities of the old state, that is, for the appointment of President, Vice President, Senators and Deputies for the 2025–2030 period.
The official electoral results:
Paz obtained 32.06 % of the votes and former president Quiroga (2001-2002) 26.70 %, so both will dispute the presidency in a second round on October 19. These are followed by businessman Samuel Doria Medina, from the Unit Alliance, which obtained 19.69 %; The official Andronón Rodríguez, of the Popular Alliance, with 8.51 %, and then is the mayor of Cochabamba, Manfred Reyes Villa, of autonomy for Bolivia-Súmate, which obtained 6.75 %. The candidate of the MAS official, Eduardo del Castillo, reached 3.17 %; The mayor of Santa Cruz, Jhonny Fernández, of Civic Unit Solidaridad (UCS), with 1.67 %, and finally Pavel Aracena, of National Democratic Action (DNA), which reached 1.45 % of the votes remained.
White and null votes represent 22.37 % of the total computed votes, valid votes reached 77.63 %.The ruler MAS managed to save his legal personality by obtaining 3, 17 % of the votes, which will prevent the party from disappearing.
These results also indicate the loss of the majority in the legislative of the official party MAS, which achieved that only one deputy entered the legislature of the next five -year period. EFE
According to the official computation of the Supreme Electoral Court (TSE), 1,035,997 of Bolivians did not attend vote in the elections of August 7, which marks an absenteeism of 13%. The total number of citizens enabled to vote was 7,936,515. In the 2020 elections, absenteeism was 11.5%, when 6,484,008 people voted, over a total of 7,332,926 of qualified.
The null vote reached 19.29%, according to preliminary results. It is the highest figure for that trend, since in previous elections it was around 4%.
After about two decades, that the most representing the bureaucratic faction of the great bourgeoisie has directed the old Bolivian state, the discontent of the masses is expressed in the rejection that all the options related to the MAS have obtained. This electoral formation, added all its factions with which it has been present in the electoral farce, adding to the null votes (19% less 4% of previous elections, which forcing the figure is attributed Evo Morales, for its call to cancel the vote), add up to a little less than 30% of the valid votes, not counting the more than one million citizens who did not attend to vote. The discontent against government parties and outside it has grown, the rejection of the old state elections and institutions has grown.
These general elections are of particular importance for the old Bolivian State for the context in which they are carried out: great discontent of the masses, in a context of deep despair of its inhabitants for the cyclical economic crisis, which happens each time in shorter periods since 2014, in which the boom of the export of fossil fuels is over, which also increases the energy for homes and originates the shortage of dollars in a dependent of this currency with the consequent indebtedness to subsidize them. On this situation it is necessary to refer very promptly as a specific topic, in a separate (*).
Therefore, the Bolivian economy now crosses a strong economic recession as an expression of the character of its economy: semicolonial and semi -feudal on which a bureaucratic capitalism develops at the service of imperialism, mainly Yankee.
On this basis, the political crisis and of every order in the heights were exacerbated with the failure of the reactionary government headed by the Arce of the MAS in the fulfillment of its reactionary tasks, which has led to greater collusion and struggle between the factions of the great bourgeoisie, which is the one that directs the old state, a joint dictatorship of great bourgeois and landowners at the service of imperialism.
The growing struggle enters Arce's faction in the Government and the faction of Evo Morales in the "opposition", expressed in the clash between rival bands. All this as what follows shows the decomposition of the so -called Socialism Movement (MAS) that the Bolivian State has headed as a reactionary government.
Dispute within the Arce government itself that ended with the staging of a comedy of “coup d'etat” of a general of the Bolivian FFAA, intimate friend of Arce. The general put a tank in front of the Government Palace to claim against the Minister of Defense, for the "unfavorable treatment of the PCFAA" (there is an interview regarding a former member of the Morales government on page 12 of that time).
And, now, having not defined the designation of the President and Vice President in First Tour the uncertainty, the collusion and struggle between the factions, groups and reactionary parties is exacerbated with view of the support that the two candidates for the ballot of October 19 are looking for.
The newspaper El País, España (August 18, 2025), on the subject that concerns us, said:
“The result in the presidential elections held this Sunday in Bolivia could not be more surprising. As the marathoner who regains positions in the final attack, the candidate of the Christian Democratic Party, Rodrigo Paz Pereira, son of former president Jaime Paz Zamora, for many not even an option to take into account in political analysis, won the first round with 32% of the votes. Known of the Bolivians, former president Jorge Tuto Quiroga, representative of the most radical wing of the right, second in the final scrutiny with 27%. ”
In the transcribed paragraph, the newspaper of the newspaper, is surprised by the results, by the candidate that was first in the first round, Rodrigo Paz (DC) whom the newspaper calls center-right, and because none of the candidates of the most factions of the MAS, party in the government, managed to place himself in the first places. In addition, because the second round of these elections will be played between two candidates representing the buying faction of the great Bolivian bourgeoisie, which the newspaper calls "right": "center-right" (Paz) and Quiroga "most radical wing of the right", as if in those fair for replacement of authorities of the old state, someone who represents to the left could have been presented.
In the second part we resort to economic policy (*) applied by the reactionary governments that have happened under the command of the Bolivian State in these last 20 years and what is the fundamental character in the economic character of the program presented by the different candidates. In this way we will have the radiography of all of them, but first we have to advance something about it.
On October 19, it will be defined, in the second round, who of them will be the new president of the Bolivian State, Terratian-Burocratic State at the service of imperialism, mainly Yankee. According to the electoral proposals, both candidates who go on the second round represent the Buying Great-Burger, that is their class character for the program that fly and defend.
How was the "surprise" defined in the first round of the elections?
Disqualified the three candidates of the MAS for the failure of their government, corruption and mafia confrontation among them, still had their favor of the bonds, which everyone associates as a social social policy. Bringing the issue of bonds as a "re-distributive socialist policy" they had been manipulating the masses. Therefore, according to our criteria we will answer the question of how was the “surprise” defined in the elections?
Then came the second presidential debate Rodrigo Paz, candidate of the PDC, participated; Pavel Aracena de DNA, and Eduardo del Castillo, of the MAS. Samuel Doria Medina, Manfred Reyes Villa, Tuto Quiroga, Andrónico Rodríguez and Jhonny Fernández, were the absent, on August 12, 2025. In that debate or “Electoral offers fair” in the air, the candidate Paz “appropriated” some of the pillars of the economic policy of Mas and offered more of it, as we read in the news of said event of the TV:
"The candidate for the PDC, Rodrigo Paz, said that his electoral proposal to reactivate the economy is addressed" to the productive heart of Bolivia: women and young people. "Among his first measures, a universal salary for them and a credit for young people is.
50/50, we will open the tranca state for the regions to receive 30 billion Bolivians to invest in health, education and safety. We also propose a direct income for Bolivians due to the exploitation of natural resources. For the informal cheap credit, lower tariffs and taxes below 10%. We will close the current customs, we will create a competitive customs. We will lose weight of the obese state, ”Paz continued.”
Before, August 2:
"Arce warned that if the right wins the elections on August 17, it will eliminate social bonds and programs to support the productive sector. Specifically mentioned the dignity income, the Juancito Pinto Bonus and the infrastructure works such as educational units, hospitals and bridges." There will be these benefits we have done, "he said when heading to a multitude gathered in the Coliseum of Caranavi. The "bonds" in a special separate (**) T
The day after the first round, about this "surprise", in a note you read:
"A primary explanation, with the counting of votes in full process but an irreversible trend, is that Paz caught a considerable part of the electorate that historically voted for the more." Page 12, elections in Bolivia with a surprise winner, August 18, 2025)
Therefore: the "surprise" result in favor of the DC candidate Rodrigo Paz can be explained: because it promised to continue delivering the "bonds" or "help" that the current government, as well as its predecessors of the bureaucratic faction of the great Bolivian bourgeoisie, has been distributing from the first presidential term of Evo Morales (more), delivery of bonds that continued during the brief one. Of the great buyer bourgeoisie, La Añes, by coup d'etat 2019.
On the issue of corruption, the candidate Paz could not make points, such as, that he lost in Tarija for having been a corrupt authority. Remember that in Tarija Paz made his political career, he is current senator for that constituency.
The bright and surprising figures for the decrease of poverty and hung extractivist ”. That is the economic background of social policies in Latin America and, in particular, in Bolivia from the last decade of the previous assignment until today. Of which we will not occupy in another section (**).
The social policy, within which are the bonus of the "non -remuneration help" corresponds to the recommendations of the Consenso de Washington, which corresponded to its so -called "second wave of structural reforms" as a complement to its "neo -liberal structural reforms", social policy that imperialism imposed on our countries to appease the explosiveness of the masses for their measures, to generate internal demand in our countries and to try to legitimize the greatest exploitation of our countries.
