EVERYONE TAKE TO THE STREETS THIS AUGUST 30TH!
The Peruvian Popular Movement endorses the call of the national and international campaign promoted by the democratic and mass organizations of Oaxaca and the people of Mexico for the return alive of Dr. Ernesto Cernas García, a distinguished jurist and defender of the rights of the people of his country.
For the reasons set forth in the call for August 30, International Day of the Disappeared, published by SOL ROJO DE MEXICO, which we publish below, we call for actions in Peru and internationally to:
a) Demand the return alive of Dr. Ernesto Cernas García
b) Demand the immediate dismissal of Michel Julián López as head of the Local Commission for the Search for Persons in Oaxaca
In this regard, on August 30, International Day of the Disappeared: carry out international actions, preferably in Mexican embassies and consulates, demanding the return alive of Dr. Ernesto Cernas García, using the international campaign poster, and deliver notes to Mexican diplomatic missions. Demanding the immediate dismissal of Michele Julián López, head of the "State Commission for the Search for Persons in Oaxaca," for her acts of simulation, revictimization, criminalization, and violation of the rights of the disappeared activists, their families, and their lawyers, as has been duly documented.

Next Saturday, August 30th, marks the International Day of the Detained-Disappeared. As everyone knows, in our country there is a terrible figure of more than 130,000 missing persons, more than 72,000 unidentified bodies, and tens of thousands of clandestine graves throughout the country. This, in addition to reflecting a growing humanitarian and forensic crisis, makes Mexico the country of disappearances due to the undisguised reactionary war against the people unleashed by the old landowning-bureaucratic state.
As we have mentioned on other occasions, this reactionary war has gone through at least three phases throughout its development:
1) Dirty War / PRI (1965-1985)
2) War "on Drugs" – militarization / PAN-PRI (2006-2018)
3) Legalization of militarization and creation of the National Guard as the fourth reactionary army corps / MORENA (2018 to date).
This is a low-intensity counterinsurgency war designed in the military headquarters of Yankee imperialism and followed to the letter by the military doctrine of the Mexican State. This reactionary war must be understood as part of the general plan of reaction and its three central tasks:
a) Greater centralization of the old State (absolute control of the "three powers of the union," corporatism, imposition of counter-reforms to control the masses, etc.)
b) Re-energizing bureaucratic capitalism (imposing anti-popular policies and imperialist megaprojects of dispossession and death)
c) Smothering the rebellion of the masses in blood and fire before it can begin (militarizing the economy, industry, public life, and the formation of a military-police state)
These three central tasks of the general plan of reaction, and their implementation by the governments of the self-proclaimed "4T," make clear the historical truth for the working class and the peoples of Anahuac: The Rebellion is justified!
LET US RAISE THE FIGHT FOR ALL THE POLITICALLY DISAPPEARED
Therefore, it is important not to let this important date go unnoticed, for our comrade Dr. Ernesto Sernas García and for all the politically disappeared in the country and around the world. Also for all the victims of disappearances in Mexico and their families, particularly the searching mothers who have not stopped for a single minute in demanding truth and justice, facing smear campaigns, harassment, threats, and even repression and death at the hands of the State.
It is important to mention that recently, collectives of searching mothers and families, and solidarity organizations from across the country, achieved an important democratic victory: the resignation of the satrap Teresa Reyes Sahagún, who was the head of the federal government's National Search Commission. This person, in addition to lacking the necessary professional profile or expertise, also lacked empathy for victims and advocated for the criminalization of missing persons. This woman, like a true bureaucrat and agent of the state, acted premeditatedly, obstructing the search for feminist defender Sandra Estefana Domínguez Martínez (+) and our comrade Dr. Ernesto Sernas García, canceling the search for Dr. Sernas on more than two occasions—along with the local search commissioner in Oaxaca, Michel Julián López. Both Teresa and Michel, by playing the game of reaction, have re-victimized the families, exposed their integrity, that of their lawyers and companions, and publicly revealed their personal information, placing them in a situation of greater vulnerability.
Teresa's resignation is incomplete without the resignation or dismissal of Michel Julián López from the State Commission for the Search for Persons in Oaxaca. Therefore, August 30th is a good time to demand his departure, along with other heads of local search commissions across the country who do nothing to address the just demands of searching mothers and families.
But beyond the resignation or forced continuation of anti-popular figures, and beyond the omission, complicity, and acquiescence of state and federal prosecutors in a crime against humanity such as forced disappearance, it is important that democratic and revolutionary movements, together with the mothers and families searching for justice, take to the streets again this August 30th, waging a great day of militant struggle that makes it clear: our struggle is for life, for truth, and justice. Therefore, the demand for the return of those found guilty alive and punishment is non-negotiable.
FOR DR. ERNESTO SERNAS GARCÍA, EVERYONE TO THE STREETS THIS AUGUST 30TH!
Therefore, the family of Dr. Ernesto Sernas García and Corriente del Pueblo Sol Rojo call on democratic organizations, class-based unions, and revolutionary movements, as well as collectives of searching mothers and families, to take to the streets this August 30th throughout the country.
We call for combative and energetic actions, with mobilizations, slogans, graffiti, posters, and banners that reflect the faces and names of all our disappeared, giving voice to their voices, giving fists to their anger, and giving feet to hope.
We will carry out combative actions to demand the return alive of our comrade Dr. Ernesto Sernas García, who is a professor at the Benito Juárez Autonomous University of Oaxaca (UABJO), essayist, lecturer, and researcher; He also served as defense attorney for the political prisoners of June 7, 2015, accused by the governments of Gabino Cué and Enrique Peña Nieto of terrorism and possession of explosives reserved for the Mexican army.

The case of Dr. Ernesto Sernas García is the latest documented politically motivated forced disappearance in Oaxaca, and therefore the same case as thousands of colleagues who have been disappeared by the old State in retaliation for their political activities as activists, grassroots, student, peasant, or union leaders, guerrillas, and communists. The case of Dr. Ernesto Sernas García is internationally relevant and is being addressed by the United Nations Committee on Enforced Disappearances in Urgent Action 540/2018.
Therefore, it is important that this August 30th, their names and faces be displayed throughout the country, so that their captors continue to hear and see them everywhere.
